The Study On The Layout Changes And Optimization Of Rice Production In Anhui Province

Rice is the main food crop in Anhui province,taking the highest proportion of grain production,so it is a key support to food security of Anhui province.With the development of national agricultural enters the new normal,new agricultural production pattern has been formed.It is of important and practical significance to study on the layout changes and optimization of rice production.It is not only a new way to optimize the agricultural structure but also an active exploration to adapt and lead the agricultural development of the new normal.This paper first analyzes the basic status of rice production in Anhui province.The study shows several results.Firstly it is rice planting area : The rice planting area in Anhui province dropped dramatically since 2003,but has been relatively stable in recent years.Among them the early rice and late double-crop rice planting area are dramatically decreasing,on the contrary,the middle-season rice and the late single-crop rice planting area is increasing.Secondly the rice production : in Anhui province rice output volatility is relatively frequent,however,it has shown the trend of decline in recent years.Their status in food production is declining in the Anhui,but is relatively stable in the national rice production.Among them the yield of middle-season rice and late season rice is increasing,in contrast,early rice suffered a great reduce.And the late double-crop rice yield increased before coming down.Thirdly the rice yield : rice yield level in Anhui province is growing rapidly,but lower than the national average rice yield during this period.With the yield of early rice,middle-season rice and other kinds of rice grow in different degrees,the middle-season rice and late single-crop rice yield have the absolute advantage.Then the paper uses the scale advantage index,efficiency advantage index and comprehensive index to analyze the change of rice production advantages of cities in Anhui province.Studies have shown that rice production in Anhui province are dilated type,contraction type,stable type and fluctuation type.Among them Huaibei city Bozhou city Suzhou city Bengbu city and Fuyang city have no advantage of scale,efficiency or comprehensive.Chizhou city Anqing city Wuhu city and Chaohu city are typical advantage area of rice production.Lu’an takes a prominent advantage on the scale of rice production,but lack of efficiency advantage.Hefei,as the provincial capital of Anhui,rice production is in the medium level.Tongling city and Huangshan city enjoy the most development potential for rice production.In addition,it shows that the center of gravity of rice planting area and output in Anhui province have the same change trend,based on GIS shift analysis.Before 2003,the shift changes randomly,then keeps stable,transferring to northwest.But the center of gravity of rice production in Anhui province moves faster than the center of gravity of planting area.Next through empirical analysis based on panel model,this paper gets the reason of the layout changes of rice production in Anhui province.Studies have shown that it is a comprehensive result by nature,economy,technology and policy factors.The affected area and the urbanization development of Anhui province have a negative effect on rice production layout change,on the contrary,the effective irrigation area of rice,the per capital arable land area,the comparative advantage of rice production,applying fertilizer content of rice production,rice yield and rice production support policies for rice production in Anhui province play the positive role of layout change.The comparative advantage of rice production and the agricultural subsidy policy have the strongest effect.The second are the technical factors and economic factors,and natural factors is relatively weak.Finally,based on the present situation,the layout change trend of rice production in Anhui province and its influencing factors,the plan of layout optimization of rice production in Anhui province is established.At the same time,specific safeguard measures are put forward : Strengthen the construction of agricultural infrastructure,strengthen the inner base of rice production;Implement the strictest arable land protection system,strengthen the land security of the rice production;Strengthen the agricultural science and technology research and development and promotion,improve the supporting ability of science and technology of rice production;Cultivate a new type of agricultural operators,Improve the comprehensive competitiveness of rice production;Constantly improve the agricultural subsidy policy,improve the farmer rice production enthusiasm.
