A Study On The Lin'an Model Of Upgrading The New Rural Construction

Currently, the new rural construction has basically crossed the hardware-based transformation stage of improving physical environment, into the Quality transformation stage of creating endogenous power, in the local counties of Zhejiang. Its core objective is to tap the resources and the regional value of rural areas, seek for reasonable market position and create a lasting power for rural development. Taking Lin’an as the basic object, the paper researches landscape resource-based cities and counties how to promote the quality transition of new rural areas under the reality constraints, challenges and opportunities in recent years; and summarizes the construction ideas and action logic of local government, providing new experience for other similar areas.The main conclusions show that, when constructing new rural areas in the region with more fragmentation and diversification of resource elements, the integral rural planning action becomes a particularly important strategy, which is conducive to the ecological structure formation of "grand strategy, great brand, great environment"; In recent years, basing on the unique landscape and cultural resources and natural environment, landscape resource-based counties, such as Lin’an, are gradually create a unique construction concept, which integrates the precision agriculture of Netherlands and the essence of village movement in Japan, showing as a mixed developing strategies, especially fitting for the counties with more mountains, less plain lands, densely agricultural population, but excellent ecological environment and market location; based on this mixed rural development strategy, in order to obtain a better effects for comprehensive development, it is important for local government to build a structure of basic elements which are "superior resources, market location, innovation consciousness and executive capacity of government".
