First of all,this article is based on the domestic and foreign studies of land development rights transfer,international experience about urbanization of rural population transfer and China practice of urbanization of rural collective construction land,in order to Figure out the policy changes that people are to be indexed to the land.The author summarizes on the basis of the existing research,points out the difficult points of anhui province to carry out “the land With the transfer of people”,and finds out the policy implementation path.Secondly,the author take advantage of the opportunity of returning home in winter holiday by organizing land resources management major students in anhui agricultural university,with the method of questionnaire and in-depth interview to obtain a large amount of data,the data is used to research the structure of different regional urbanization characteristics of migrant workers,and their will to dispose of the rural land etc.By analyzing and summarizing the survey data,the authors think in anhui province,the intercity flow of people is relatively concentrated in hefei and wuhu,the backflow of the floating population across the province can be sustained,and farmers began to abandon the traditional thinking of contracted land and housing land as the heirloom,and land assets properties have been know by farmers.Then,the author analyses the situation of different regional natural and social economic development in anhui province,using SWOT analysis states the strengths,weaknesses,opportunities and challenges of urbanization in the long distance during implement the policy in anhui province,the conclusion is that advantage is the widening trend of the Anhui province rural hollowing out,and there is a huge space in rural construction land,a large quantities of " double population" and "the amphibious” is big enough,disadvantage is that the Anhui province urban system is not reasonable,and the population urbanization is slow.Opportunity is that Anhui provinces population out-flow trend has been reversed,the attraction as the population movemen place is in growing,different characteristics of urbanization is obvious.Wanbei and Wanjiang region can complement each other's resources,The number of “people to link with the land” index can not only meet the characters of their own development,also can undertake cross-regional dispensing.The threat is the current “earth along with the people walk" policy is lack of top-level design,and there is a certain risk.Finally,the article carry out the four key links by identifing anhui policies ofpeople indexing to the land,including city entering,city integrating,rural exit and the balanced development.The author puts forward to build in the homestead paid out,the household registration system,urban and rural unified land market as the main content of anhui province cross regional land development rights trade policy system in order to offer thoughts and countermeasures in effectively promoting the orderly urbanization.The paper provides the path and the method to promote the urbanization of rural migrant workers effectively.
