Research On Evaluation Of The Industrial Technology Innovation Strategic Alliance Innovation Performance

The17th national congress put forward that we should speed up establishing enterprises as the main body, make market oriented, combine technology innovation system, guide and support the enterprise cluster innovation elements, promote the transformation of scientific and technological achievements into realistic productivity. Under the policy guidance, our country published "The building guidance about promoting industry technology innovation strategic alliance" in2008and take the industry technology innovation strategic alliance as a national strategy to the national innovation system construction schedule.Industrial technology innovation strategy alliance is defined as below:enterprises, universities, research institutions or other organizations form a joint development, complementary advantages and benefit-sharing, risk-sharing technology innovation cooperation organization. It is an important way to promote the national independent innovation ability. Making alliance innovation performance evaluation is an effective measure to ensure healthy development of the alliance.This article mainly uses the method of combining the theory and application research, on the basis of the theoretical analysis with industry technology innovation strategic alliance performance evaluation and take individual cases as application object. This article is made of five chapters to do the research of our country industry technology innovation strategic alliance performance evaluation system. First of all, the industry technology innovation strategic alliance performance evaluation is divided into two aspects.First is to analyze the characteristics and nature of industry technological innovation strategic alliance based on the research of the achievements of predecessors and national policy, and to sum up the goal of the industrial technology innovation strategy alliance;Second is to build innovation performance evaluation index system which is suitable for the innovation of the industrial technology innovation strategy alliance based on the innovation goal of the industrial technology innovation strategy alliance and the research of existing cooperative innovation performance evaluation index, and to evaluate it with application of analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method.Finally, this article is based on the above theoretical analysis and take renewable resources industry technology innovation strategic alliance as application object, and make the index system into application to examine the rationality and operability of the index system.In this paper, the research provides effective basis and effective tool for the development of evaluating industry technological innovation strategic alliance and help policymakers grasp the performance situation of innovation at different levels, find and accurate union problems needed to resolve in the process of innovation timely, make decision-making more scientific and convenient. Because the industry technology innovation strategic alliance theory research is rare and the related domestic league practice time is short, also the evaluation of the industry technology innovation strategic alliance innovation performance research in domestic is not thorough, this study is only carried out as some preliminary exploration. As the operation and development of industry technology innovation strategic alliance, the application research in this field has a broad prospect.
