Research On Evaluation System Of Shanxi Innovation-oriented City

Since the 18 th national congress of CPC, our country put forward innovation-driven development strategy centered on technological innovation. It is hoped to provide a pathway for the transformation of economic development through innovative city in Shanxi Province. It's necessary to build an evaluation system of the innovative city. Based on the subject of the soft science major projects in Shanxi province called “the subject researching of developing and evaluating system of the provincial innovative cities in Shanxi province”, this paper attempts to build a set of suitable innovative city evaluation system for Shanxi province.Through the domestic and foreign study of innovative city, this article believes that problems exist in the existing index system such as lack of system and different focus. It provided a realistic basis for index system of Shanxi innovative city analyzing the feature of Shanxi province from the overall development of Shanxi Province, city construction and innovation policy direction. Under the guidance of city innovation system theory, connotation of innovation-oriented city and the realistic basis, this paper build an index system of Shanxi innovative city including with the innovative subject, innovation resources, innovation environment, innovation output and radiating ability. The elements connected so much that the index system is systematic and suited to Shanxi Province.Based on application outside of economy field of integrate index method, innovation-oriented city comprehensive index was put forward. Refer to the human development index calculation method, the paper adopts analytic hierarchy process(AHP) to bestow weighing, uses threshold method to standardize the original data, and construct the comprehensive index model of innovative city. Collected data from 11 cities in Shanxi Province in 2014, these cities had been evaluated by means of the index system of Shanxi innovative-oriented city and the comprehensive index model. Results indicate that innovation-oriented city comprehensive index of Taiyuan ranked first, innovation-oriented city comprehensive index of Datong, Yangquan, Yuncheng, Changzhi, and Jincheng is ranked the second to sixth position, Linfen, Xin zhou, Shuozhou, Jinzhong and Lvliang is ranked the seventh to twelfth position. It gives some suggestions for innovative city construction in Shanxi Province through further discussion of the evaluation result.Finally summarize and put forward the next research direction.
