The construction of innovative city is a complex systems engineering,must beunderway in the scientific theoretical basis and guidance. With further promoting of theinnovation city,it is a practical research to explore the theory and strategy of innovativecity with Chinese characteristics. This paper is based on the above background.This paper paying attention to theory and practice,makes the research on the basictheory of domestic and foreign status. First,this paper defines the innovative city byintegrating the available theory; points out the characteristics of innovative city; anddivides four basic models of the innovative city. Second,this paper analyses the presentsituation of Tangshan, using the SWOT method points out the advantages,disadvantages,opportunities and challenges of this city,and builds evaluation indexsystem. Finally,this paper puts forward the strategic countermeasures for Tangshan cityfrom the below aspects: the basic environment,the government’s guidance,financial andtaxation support,innovation network construction,the construction of regional scienceand technology innovation system,cluster development,guiding enterprises for the mainfunction,security personnel,market innovation and so on.The core of this paper lies in: constructing innovative city of Tangshan is theinevitable choice for adjusting the industrial structure; combining with the analysis of thecurrent opportunities and threats, this paper puts forward the basic strategy ofconstructing innovative city; and points out some measures. This paper helps thegovernment to optimize the city development strategy and related economic policy,industrial policy,technology policy,talent policy,financial policy,then provides thebasis for government decision-making.
