Redundant resources is often a kind of objective existence for enterprises, but their meaning in the academic field is divided, the agency theory and the organization theory given the opposite evaluation. In fact, the theoretical perspective is important, but whether it helps to enhance enterprises performance is the ultimate judgment standard.China is in the period of economic transition, the development of market economy is not mature, the market supervision system is imperfect, the capital market is not perfect, corruption is widespread, the external environment is harsh, especially the political environment is not ideal,On the one hand it need redundant resources to buffer,on the other hand it has become a source of corruption and inefficiency.Scholars at home and abroad have long been committed to the study relationship between organizational redundancy and enterprise performance, but most of them focus on the organizational redundancy and enterprise performance itself, ignoring other factors, especially the moderating effects of the political environment of enterprises on their relationship. The strengthening of the anti-corruption work since the 18 th CPC National Congress has brought a favorable change in the political environment faced by enterprises, which is bound to have a profound impact on the allocation and utilization of redundant resources by enterprise parties, and then transmitted to the enterprise performance level. Therefore,to study the potential moderating effects of political environment on the relationship between organizational redundancy and enterprise performance has important theoretical and practical significance. This paper based on the relationship between organization redundancy and corporate performance as the research subject, focusing on the potential impact of political environment changes under the background of China's economic transition. In the research,we review the related literature firstly, and then discuss the theoretical foundation;Secondly, this paper puts forward the hypotheses about the relationship between organizational redundancy and enterprise performance and the influence of political environment as moderator on the relationship; The empirical part selects 681 manufacturing listed companies of Shanghai and Shenzhen A-share boards as samples from 2010 to 2015,takes anti-corruption as proxy variable to describe the political environment and adopts direct measurement to measure then construct regression model to analysis. The results show that: First, organization redundancy plays a role in promoting andrestraining enterprise performance, organizational redundancy and enterprise performance was an inverted U-type relationship, enterprises have a so-called best resource point for the holding of redundant resources;Second, when the redundant resources are insufficient, the political environment as the moderator variable positively adjust the positive correlation between redundancy and performance;Third, when the redundant resources are excessive, the political environment negatively regulates the negative relationship between redundancy and performance, and weakens the damage of redundant resources to enterprise performance.Overall, the enlightenment of the theoretical analysis and empirical test is: Enterprises should be objective and rational understanding of redundant resources, comprehensive measure organizational redundancy for the promotion and inhibition of enterprises performance, adjust the holdings of the redundant resources to the best level. At the same time to combine the political environment in which enterprises and other factors, rational use of redundant resources in the enterprise,to make timely business policy adjustments,to maximize the improvement of enterprises performance.
