Research On The Evaluation Of Innovative Development In Typical State-level New Areas And Its Reference To Changchun New Area

State-level New Area is an important window for development and opening up in the new period of China's economic development and bears the major strategic tasks of national reforms and development.The establishment of the New Area lies in exploring the path of reform and coordinated advancement and providing reference for deepening reform,innovation and development in other regions.Since the establishment of Shanghai Pudong New Area in 1992,China has approved 19 state-level New Areas.Typical state-level New Areas,such as Shanghai Pudong New Area,Tianjin Binhai New Area,and Chongqing Liangjiang New Area,not only played the critical role in the development of regional economy,but drove the rapid development of high-tech industries.In 2016,with the approval of the State Council,Changchun New Area was established formally.Under the leadership of the National Revitalization of Northeast Old Industrial Base and the Belt and Road Initiative,Changchun New Area has gradually become a new engine for economic development in Jilin Province.This paper uses the methods of induction and comparison,comparative analysis,qualitative analysis,quantitative analysis and case analysis.After a qualitative comparative analysis of the backgrounds of typical State-level New Area,conditions for innovation and development,industrial innovation development,and innovative development models,we explore the channels of achieving innovation and development rapidly in Changchun New Area.On this basis,by the means of constructing the evaluation index system of innovation and development in state-level new area and using the Entropy Method,we conduct a quantitative analysis of and compare the Shanghai Pudong New Area and Tianjin Binhai New Area.At the same time,according to the status quo of Changchun New Area construction,the location and development basis of the area,the future development strategy of the new area was studied and analyzed.Besides,specific countermeasures and suggestions were proposed from the principles of industrial innovation optimization and innovative development strategies so as to provides reference opinions for achieving rapid innovation and development in Changchun New Area.
