Thoughts And Countermeasures For Perfect Chinese Grain Price Target System

Grain Security is a key Strategic Issue which involves with the National political safety and social economy development, especially to populous nation as China. The development of grain is impacted mostly by its price rather than its production for the yield of grain is rising significantly nowadays that can providing rich food. Frequent international food crisis happened those years are primary caused by its price instead of production. So, the most important policy to work out with the grain issue is setting a reasonable food price to complete grain price system. Since 2001,China joined in the World Trade Organization (WTO) by sign the WTO treaty, the policy of Super-protection is becoming more and more opening as well as the subsidy grand to the food with lower price. However, the grain market in our country is still affected by the international factors. Thus how to stabilize the grain price as well as guarantee the income of farmers' is a huge task to insure the grain security policy for the government to settle with. The Target price system for cotton in Xinjiang Province and soya in northeast three provinces and Inner Mongolia have implemented since 2014, besides the corn in main producing areas this year. Thus this paper is significance to research the implement of grain price system at the early stage.Firstly, the historical role and the matters happened in implement for the grain subsidy policies performed by government have pointed out in this paper. Secondly, the reasonable of the Target grain price is proved based on the theory of Grain Security and fair price. Lastly, some suggestions to sound the target grain price system have been provided by contrastive analysis the concrete method adopted by China and the developed country during the implementation of the policy.
