Research About The Problem Of Cultivated Land Requisition Compensation Balance In Jiangsu Province During The Process Of New Urbanization

Since the Reform and Opening Up,China's entered a stage with high-speed development.Meanwhile,the problem of the cultivated land resource is increasingly alarming.As an important part of farmland protection,the system of cultivated land requisition and compensation plays an important part in curbing the excessive reduction of cultivated land,protecting national food security and maintaining social stability.Jiangsu Province as a national economic big province and major grain producing province,a higher level of urbanization,arable land reserve resources serious lack of,the contradiction between urbanization development and cultivated land protection is particularly prominent.In this context,with reference to reseaches on arable land balance theory both at home and abroad,this paper makes an overall introduction to the policy development of cultivated land requisition and compensation,discusses the problems and challenges arising in the requisition and compensation of cultivated land,analyzes the current situation of cultivated land requisition and compensation in Jiangsu Province,so as to provide corresponding countermeasures and advice for realizing the new urbanization goal of Jiangsu "13th Five-year Plan."The results show that:cultivated land resources in Jiangsu Province generally presents a decreasing trend between 1999 and 2014,the decrease of cultivated land quantity is obvious relevant to the regional GDP and urbanization development level,with the decrease of the South greater than that of the Middle and then that of the North in Jiangsu Province.According to the current pattern of land development and urbanization,Jiangsu Province will not be able to complete the task of balancing cultivated land during the "13th Five-year Plan"as expected;problems concerning balancing requisition and compensation of farmland in Jiangsu province exist,including the shortage of cultivated land reserve resources,the predominant complementing the inferior,implementation difficulties in supplementing cultivated land by relocation in the province,inadequate supervision of cultivated land requisition-compensation,non-systematic land reclamation,etc.Therefore,it is suggested that Jiangsu Province take measures including defining the phaseal target for the requisition compensation balance of cultivated land,implementing different land supervision,scientifically planning land reclamation,improving measures for supplementary cultivated land,improving the capital management of cultivated land,exploring the implementation of balance and coordination management mechanism of balancing cultivated land requisition and compensation,so as to achieve the balance of requisition and compensation concerning cultivated land towards the new urbanization goal of the "13th Five-year Plan."...
