Study On The Government's Resposibility In Fostering And Developing The Rural Professional Economic Association Of Guangxi

The rural professional economical association is the newly emerging thing which appeared in the late 1990s, the product of rural reform development. Fostering and developing the rural professional economical association can be a powerful promotion meaning to Guangxi's agricultural economic society development. The paper first elaborated the concept of the rural professional economical association, proposed the necessity of cultivating and developing the rural professional economical association. According to the research material ,I summered the present development and the outstanding issues of the rural professional economical association and then analysized the relevant factors from the point of government's responsibilities. This article held that the government's restrict mainly includes: the imperfect registration management system; imperfect relevant laws and regulations; the policies support and the preferential did not carried out in place and so on; The internal restrict factors mainly include: lack of operating funds; the internal management is not standard; the anti-risk ability is not strong; based on these, further propose that all levels of Guangxi governments should combine with the actual rural development and come up with a few reform measures fostering and developing the rural economic professional association, these reform measures include: correct the functions of Government and the Association; perfect the legal system; enlarge financial support; standard management; enlarge personnel training efforts; and create a good social development atmosphere and so on. such reform measures can somehow be reference for building a more prosperous, more civilized and more harmonious new Guangxi.
