According to the?Regulations on the Expropriation of Houses on State-owned Land and Compensation Therefor?(state council order no.590)in 2011,House acquisition become government administrative behavior,and ask The city,the people's government at the county level before the house acquisition decision making,social stability risk assessment shall,in accordance with the relevant provisions.Some provinces and cities have been social stability assessment policy in our country,but Guangxi and Nanning has yet to establish relevant policies.This thesis on a comprehensive analysis on the state-owned land both houses social stability risk assessment based on content,From the changes of the housing system and legal policy,the conflict between personal interests and public interests,the compensation is difficult to guarantee the requirements,Lack of supervision mechanism,the complaint channels is not clear and the more the requirements of administration according to law to high etc analyzes the causes the risk of social stability,and from "the feasibility,controllable,rationality and legitimacy" several generalizations,and based on investigation and analysis of expropriation of people,form the Nanning house acquisition social stability risk assessment elements,namely the "Compensation Procedure","Compensation Object" and "Compensation Mobilization" factors.Finally,in Beihu area shantytown renovation project,using the analytic hierarchy process(AHP)to be analyzed by the above factors,confirmed the validity and feasibility of three factors in the risk assessment.This study will help to promote social stability risk assessment applied in Nanning house acquisition work of standardization.
