The Study On The Risk Assessment Of The Land Acquisition & House Demolition Project

The institution of land acquisition & house demolition(abbr. LAHD) had served as a significant role in the process of urbanization in China. However in recent years, the dispute,conflicts and even violent clashes caused by some projects of LAHD often hit the headlines, making the institutional reform of LAHD a widely focused issue. The risk assessment institution has been put forward in this context and incorporated into the system of LAHD. An increasing number of local governments and researchers start to explore and put effort into the risk assessment of LAHD. But overall, the theoretic research and practical operations of this kind of risk assessment are in the initial stage. Any special research on this type of risk assessment are rarely seen.This paper reviews the current situation of the risk assessment of LAHD, pointing out that in the future this kind of risk assessment should include four parts, which are Public Welfare Assessment, Environmental Impact Assessment, Safety Assessment of Special Functional Projects, Risk Assessment of Compensation and Resettlement. On the ground that seldom researchers have carried out studies on the Risk Assessment of Compensation and Resettlement, this paper mainly focuses on the perspective of compensation and resettlement, and embarks on the study of risk assessment of LAHD project, in the hope to enhance the research in the academic area of the risk assessment of LAHD.Through the field survey in A district, Zhejiang province, by the methods of work breakdown structure, in-depth interview and content analysis, this paper selects out 21 risk factors of LAHD project from the perspectives of working procedure of the department of government, and the relevant peasant households. Based on the risk factors, the paper sets up an index system for the risk assessment of LAHD, including 11 indexes of the procedure risk and 9 indexes of the plan risk. By using expert scoring method and factor analysis method, this paper calculator the index weight. By illuminating the connotation of the procedure risk and plan risk of LAHD, this paper also builds a criteria system for the risk assessment of LAHD.Based on the index system, index weight and criteria system, by adopting fuzzy comprehensive evaluation method, this paper calculators the risk level of this LAHD project in A district. The assessment turns out that both procedure risk and plan risk of this project are at medium level. The distribution of compensation money between the collective and the farmers, and some other risk elements are the major risk factors. After the risk assessment of LAHD project, this paper puts forward certain risk prevention measures and suggestions, such as to improve the ability of emergency handling.
