Research On Implemental Effect Of Agricultural Machinery Purchase Subsidy Of Hunan Province

Agricultural subsidies in the world today in many countries and regions, particularly in developed countries and regions, is commonly used as an important macro-policy. The purpose is to strengthen the promotion and protection of their agricultural development, maintenance and protection of national food security. In the 21st century, to meet the needs of the WTO agriculture negotiations, Europe and the United States and other developed countries adjusted the agricultural support policies, enlarging the agricultural subsidies scale and increasing the finance. As for these countries are already in a high level of agricultural mechanization at this time, the implementation of distribution of agricultural subsidies is from a macro point of view. So they did not highlighten the subsidies of agricultural machinery. But in our country, the implementations of the purchasing subsidies of agricultural machinery are of great significance for deepening the agricultural supporting policy and promoting agricultural modernization and agricultural mechanization level of development.Hunan Province since 2003 started the experimental project of the subsidy policy of agricultural machinery purchase, through the scientific methods of promotion and management, the implementation of the project carried out smoothly and obtained many achievements. It benefited the majority of the farmers and stirred up the enthusiasm of them to purchase agricultural machinery and achieved many gratifying results in raising the level of agricultural machinery equipment, improving the mechanical farming level, promoting the rational adjustment of agricultural production structure, increasing farmers' income and so on. But how to resolve those problems in which the course of several years of implementation of the purchase subsidy policy and how to evaluate the true effectiveness of implementation of the purchase subsidy policy, it is the task that all levels agricultural machinery sector attaching great importance to and that they has been hoping to evaluate. It is also the main problem that this paper to solve.Based on the analysis of domestic and foreign agricultural support policies and the effects of implementation of purchase subsidy of agricultural machinery in Hunan Province, this paper presented the research methods and techniques route of the effects analysis of agricultural machinery purchase subsidy of Hunan Province. With the production of agricultural mechanization and farm machinery subsidy theory, and the typical application of statistical analysis models and methods, this paper developed a benefit evaluation index system, and then made a comprehensive analysis of the results and effectiveness of the purchase of agricultural subsidies in Hunan Province by the benefit evaluation index system. The results showed that the implementation of the purchase of farm machinery subsidy policies improved farm machinery and equipment level, increased the total power of the agricultural machinery and the large and medium-sized farm machinery year after year, increased the farming level steadily, promoted the transfer of rural labor force, raised the per capita income of mechanized farming production, promoted the growth of the contribution rate of agricultural mechanization of the agricultural production. Through the model analysis, it showed that the change of the evaluation index and the input of the purchase of agricultural machinery have significant relevance. Therefore, to give full play to the comprehensive benefits of the purchase subsidy of farm machinery policy in the future, it should increase the support of the subsidy policy of the agricultural purchase and further expand the scale of subsidies, and develop a better security system and strengthen the agricultural machinery product quality supervision and production safety supervision in the future.
