A complete project management consists of 5 processes:start,plan,execution,control and ending.With post project evaluation being the last process,it plays a vital part in the process of ending.In specific,post project evaluation refers to a scientific analysis to a completed project which covers aim,execution process,effectiveness,effect and influence of the project.By analyzing the whole project and making conclusions,we can make sure whether the expected targets are reached,project or program reasonable,major beneficial results favorable or not.Through analysis and evaluation,we can find out the reason of success or failure,learn the lessons and through timely effective information feedback,we can provide valuable advice for hereafter similar project policies and improve and perfect project policy management levels accordingly.Meantime,lessons learnt can be used to solve the problems that occur in the execution of the evaluated project as improving advice in order to enhance the beneficial results of the project.A post project evaluation basically includes 5 parts:target,process,beneficial results,and influence and sustainability evaluation.A Comprehensive Bonded Area built in inland China is combination of Bonded Area,Export Processing Zones,and Bonded Logistics Park/Port.It is a specially supervised zone by China Customs,which is administered according to relevant Customs regulations.Apart from the fact that it implements the same foreign currency and tariff policy,it can also perform the function of International Transfer,Logistics and Transportation,Re-export Trade and Export Processing Trade.This article quotes the setup of Shenyang Comprehensive Bonded Area as an example and develops a post project evaluation study.With method of combining theoretical research and actual project condition analysis,qualitative and quantitative analysis,a post project evaluation concerning the setup of Shenyang Comprehensive Bonded Area is to be carried out.By analyzing and evaluating several aspects,such as setup process,effectiveness and influence,function and orientation,future prospect,then experience and lessons can be accumulated and learnt to initiate improvements in time and to lay a better foundation for future relevant policies.
