Comprehensive Post-Evaluation And Its Application Of Highway And Bridge Project

Project post-evaluation originates from the United States of America in the 20th century 30`s,and develops quickly between the finance organizes and many countries. With the development of economics and the reform in financing system, project post-evaluation has become an important tool of improving investment performance and enhancing decision-making. However, a consummate theoretical system and methodology has not been built in project post-evaluation, and a concrete method lacks also, which can satisfy the needs of post-evaluation according to the industrial characteristic.Firstly, by reviewing the producing and development of project appraisal, project post-evaluation and project comprehensive post-evaluation both home and abroad, the dissertation analyzes some problems in comprehensive post-evaluation and points out that a comprehensive post-evaluation model will be built under the help of grey system theory. An introduction of constructions about highways and bridges and the marketing requirements about post-evaluation is given. At the same time, the dissertation points out differences between project appraisal and project post-evaluation, and also differences between general project post-evaluation and highway and bridge project post-evaluation from national economics, environment and researching method.Secondly, rules to set indicators-system and the indicators-system are built according to the characteristics of highway and bridge project post-evaluation. An grey comprehensive cluster post-evaluation algorithm is built with the help of grey cluster evaluation, methodology of with and without comparison, AHP etc. Dates of evaluating objects are computed through contrasts value and threshold value. The steps of grey comprehensive cluster post-evaluation algorithm are given.Finally, a case is evaluated in the dissertation. The detailed process of national economics benefit comprehensive post-evaluation of highway and bridge is produced, which mainly uses the theory of cost-benefit analysis and grey system. By using the same method and steps, the dissertation get the comprehensive post-evaluation result of finance, environment etc, and get the final result of the project comprehensive post-evaluation. The final result is reasonable according to fact.
