The synergy between the patent and the transformation performance of technical achievements is required to promote the construction of innovative country,whereas the innovations are restricted by the inefficient performance of the transformation nowadays.The university-enterprise cooperation is among the efficient strategies for the acquirement of patents and the promotion of transformation performance of technical achievements,however,some problems,including the asymmetry between patent application and transformation performance as well as the high patent risk during the university-enterprise cooperated innovation,still impede the promotion.Current researches involved rare investigation on how the patent risk singly impacts the transformation performance of technological achievements,scarce analysis for this impact from the aspect of those enterprises,and little discussion on the role of the government.As a result,the decrease of patent risk towards enhanced transformation performance of technical achievements finds poor theoretical support.Therefore,aiming to develop the theoretical support,we conduct an empirical study on the impact of the perception of patent risk to the transformation performance of technological achievements during the university-enterprise cooperation.A conceptual model is concluded on the basis of the current researches.Management control and external government support are introduced as intermediary variable and moderating variable,respectively,and 19 hypotheses are proposed accordingly.The hypotheses are proved by 87 surveyed samples.The present empirical study will expand the current theory and possess practical significance in the guidance for the enterprises to decrease patent risk and promote transformation performance.The theory on the transformation of technical achievements is extended and the measurements of management and control towards the risk in the transformation are discussed.The novelties of this study are highlighted as follows:(1)A conceptual model on the impact of the perception of patent risk to the transformation performance of technological achievements is initially constructed.The model is overall proved by the empirical research,which can reveal the relationship among the perception of patent risk,the control from enterprises,the support from the government and the transformation performance of technological achievements during the university-enterprise cooperation.(2)This study supplements the insufficient investigation in the existing government-industry-university cooperation field,details the research of intellectual property risk.The reverse influence from the perception of patent risk to the achievement transformation is demonstrated empirically.(3)The regulating effect of the government's financial grants and support policy in the government-industry-university R&D cooperation is verified.
