In the agricultural supply side structural reform under the background of the development of modern agriculture in the request,in the development trend of modern agriculture agricultural market,with large scale and intensive,urgent need for China has been implemented for thirty years in the household contract responsibility system of the main agricultural production of the new adjustment,to adapt to the development of the modernization of agriculture,to adapt to the development of agricultural productive forces.In 2013,after the concept of developing family farm was put forward,the family farm was regarded as an important new type of agricultural management subject,which was incorporated into the new agricultural management system.Due to the strong guidance and support of the central government,as well as the needs of the development of market economy and the allocation of resources,the family farm has developed rapidly in the whole country.In recent years the rapid development of family farms in Fuzhou City,not only the rapid increase in the number of farms,and part of the farm also has a certain scale,forming a more positive momentum of development,to create a good development environment.But because of the family farm business just carried out in the Fuzhou area,is still in the infancy,farm development of various conditions and standards are not standardized,farm development concepts and ideas is not clear,the farm operation and management is relatively backward,especially not in-depth discussion and Research on production efficiency the farm farm selection and moderate scale in different regions according to the situation,this also led to widespread agricultural production efficiency is not high,the scale of production and operation efficiency of the farm,farmers could not be better through the development of family farm income.Therefore,whether the current key issues provide a study on the scale and efficiency of the family farm development.In this paper,the development status of Fuzhou city based on family farms,fruit and vegetable planting in Fuzhou family farm business types occupy the main,so in case of 60 fruit and vegetable fruit and vegetable planting in Fuzhou City eight district county family farm planting.investigations,choose which 52 valid samples of the family farm scale and efficiency.First of all,through the input and output index of 52 family farm data,the establishment of DEA efficiency evaluation model,the input and output indicators in the DEA model,the scale efficiency of each family farm.The results show that the overall technical efficiency of Fuzhou family farm scale management is 0.607,the pure technical efficiency is 0.796,the scale efficiency is 0.753,and the efficiency index of the three is low.Secondly,the DEA model cannot decision unit 1 compared to calculate the efficiency value,so this paper calculates precisely the super efficiency DEA model efficiency values for the farm,the scale efficiency of the optimal farm,to determine the optimal scale of farm management.The author through the observation that the optimal efficiency of 1 farms concentrated in the two range,and the range of farm efficiency values are higher,and by comparing the two interval average comprehensive efficiency and get the optimal size in 20-26.5 interval acres of farmland.Again,through the analysis of factors affecting farm scale efficiency theory,selected farmers individual characteristics,family characteristics,and farm characteristics of 16 variable factors,to measure the DEA efficiency model as the dependent variable,Tobit regression model was established,the numerical variables were not significant;in the elimination of factors,again significantly two factors quadratic regression.The results showed that the factors such as the age of farmers,the local villagers,the number of years of schooling,the time to engage in farm operations,the participation of agricultural technology training,the participation of cooperatives and other factors had a significant impact on the efficiency of family farms.Finally,according to the above research results,some policy suggestions are put forward.First,according to local conditions to determine the optimum size of the family farm;two,improve the land transfer system;three,improve the technical level of farm production;four,improve the comprehensive quality of farmers;five,improve the agricultural service system;six,play a leading role in the demonstration farm;seven,intensify policy support;eight,the development of modern farm has the characteristics of Fuzhou brand.
