Study On The Countermeasures For Rural Poverty Alleviation In Jijie Town, Xundian County

Poverty is one of the three most difficult problems all over the world and poverty alleviation is one of the most significant causes of human rights.China,as the biggest developing country,has made great contribution to the world in poverty alleviation.The UN Millennium Development Goals Report 2014 pointed that the number of people in extreme poverty has reduced in half which mainly owes to China.In 2014,Opinions about Promoting the Work of Targeted Poverty Alleviation printed by China proposed a struggling aim---completing the building of a moderately prosperous society in all aspects in 2020.However,in 2014,a statistical monitoring data in China shows that there are still 70,170,000 poor people according to the poverty standard of 1 dollar a day in China.Poverty has become the “shortest barrel board” in completing the building of a moderately prosperous society in all aspects in 2020.Because poverty problems are mainly centralized in rural areas,the towns in China are the great weakness of the work of poverty alleviation and towns are the most important areas to push the work of poverty alleviation.There are 129 counties and 1370 towns in Yunnan province,73 of which are the key poverty-stricken counties at the national level and 7 of which are at the provincial level.There are 85 centralized counties of exceptional poverty and 6 trap-door counties and embedded counties.Impoverished counties take more than 60% in the whole counties.With a high proportion of poverty counties,Yunnan province became one of the difficult points of the targeted poverty alleviation in China.Whether the targeted poverty alleviation in poor towns will be successful or not decides the point of whether Yunnan province can synchronically complete the building of a moderately prosperous society in all aspects or not.From the perspective of Jijie,a poor town at national level in Yunnan province,this article tries to explore how to be accurate and precise in realizing poverty alleviation and to ensure the poverty alleviation is properly and truly implemented.Firstly,the article analyzes the natural geographical environment,the economic and social environment,the present state of population and so on to gradually grasp the general situation of poverty in the whole town.Then,the article explains both the effects and existent problems of poverty alleviation and targeted poverty alleviation in the town by analyzing the figures of the last five years.Under the basic and general situation,the article offers some policies and suggestions in the targeted poverty alleviation: firstly,to foster industries for the realization of increasing the income of poor households;secondly,to stabilize the foundation and focus on the sustainability of supporting the poor;thirdly,to supervise the procedure and improve the accuracy of filing riser charged by full-time staff;fourthly,to enlarge and optimize the “satchel group”and perfect the twinning help in poverty;fifthly,to improve the microfinance priority to the poor households who have filing risers.
