Research On The Situation Of Meeting The Needs Of Poor Rural Households By Targeted Poverty Alleviation Policies

Since the establishment of the precise poverty alleviation mechanism,great achievements have been made,but the task of poverty alleviation is still very arduous.The report of the Nineteenth National Congress also clearly points out that in order to ensure the basic life of the people and constantly meet the growing needs of the people for a better life,it is urgent to understand the needs of the poor rural households and implement poverty alleviation precisely according to their needs.In this study,210 poor households in Tongzi County were surveyed by judgment sampling method,and 206 valid questionnaires were obtained.Based on descriptive statistics and multiple regression analysis,the demand situation of poor households in rural areas was explored from the perspective of poor households,as well as the satisfaction of precise Poverty Alleviation Policies to the needs of poor households in rural areas and its influencing factors.Through the analysis of the demand satisfaction of the poor rural households in Tongzi County,it is found that the poor households have different needs in terms of funds,education,medical treatment and employment.Precision poverty alleviation policy has a higher degree of satisfaction to the overall needs of poor households;specifically,it shows that the industrial poverty alleviation coverage is not wide,and the employment needs are not satisfied;education assistance is more comprehensive,and the demand for education resources is not met;health assistance coverage is wide,medical health needs are higher;social security pocket is less,basically able to meet the minimum needs of poor households.Based on this finding,further analysis of the influencing factors of demand satisfaction shows that there are 15 factors in three aspects: basic family situation(age,whether there are people reading at home,income sources,etc.),causes of poverty(disease,small family labor force,poor natural conditions,etc.),and precise poverty alleviation policy(precise poverty alleviation policy design,policy implementation,participation of poor households,etc.).It has a significant impact on the demand satisfaction of poor households.It is further found that there are some problems in meeting the needs of poor households by precise poverty alleviation measures,such as insufficient endogenous development motivation of poor households,insufficient participation in policies of poor households,inadequate voice rights,inappropriate design of precise Poverty Alleviation Policies and inadequate demand of poor households,and deviation in the implementation of precise poverty alleviation policies.Based on the above findings,this paper puts forward relevant suggestions from three aspects: first,we should integrate resources to enhance the endogenous development power of poor households;secondly,we should realize empowerment,smooth the demand expression of poor households in the precise poverty alleviation policy;finally,we should establish and improve the precise poverty alleviation demand identification mechanism and the precise poverty alleviation assistance system.Promote the balance between precise poverty alleviation assistance and the needs of poor households,maximize the needs of poor households,and achieve the effective poverty alleviation of poor households.
