Ontology-based Cross-border Trade HS Coding Conversion And Sharing Mechanism Research

In recent years,with the continuous development of science and technology,the "global village" is getting smaller.The trade between countries and regions becoming more and more frequent,efficient and fast.The cross-border trade is growing radpidly.The efficient flow of products and informations in cross-border trade need the foundation of uniform standards.However,different from domestic trade,the data exchange in cross-border trade is restricted by many-sided differences,such as cultural,semantics,and legal environment,etc.In general,World Customs Organization,the United Nations and other international organizations had formulate and implement a number of international standards for this.And the European Union,ASEAN and other regional organizations had begun the exploration in this respect,too.But subjected to the number of countries and regions and their own specific conditions,in some small issues,there are still some ununified standards,and the common understanding around the world is hard to reach,which had brought some inconveniences and difficulties to the cross-border data exchange.Among them,as the only sign of product certification,the HS code has being used in tariff collection,customs supervision,trade statistics and such series of processes.Ununified HS Code had be one of the most important problems to hinder the process of trade facilitation.Based on this point,this article attempts to uniform the HS Code of various countries and regions by ontology,and then complete the HS code conversion between countries.What's more,a HS code sharing mechanism based on the central core had be described.The converted HS code will be sharing by the carrier of the XML standard language.The main content of each part of the paper can be described briefly as follows:In the first part,the related knowledge of the clearance documents in cross-border trade had be introduced.The standardization of the status of clearance documents had be sketched.The structure and features of the HS code system had be analyzed in detail,which lays the foundation for the usage of the HS codes ontology below.The research purpose and significance of this article to promote trade facilitation had be lead out.In the second part,the knowledge of ontology and XML based data exchange had be introduced briefly.In the third part,the HS code ontology had be constructed.This part expounds the thoughts and principles of HS code ontology construction,designs and realizes the HS Code ontology on the detail,shows the HS Code ontology relation model visually.In the fourth part,the HS code conversion process had be analyzed,the HS code ontology conversion query had be realized by SWRL rules.In the fifth part,the HS code transmission and sharing mechanism with a central core had be desribed,the transmission process had be analyzed,the HS codes transmission message structure had be defined,and the standard of the HS codes transmission messages had be given.
