Research On Food Safety Supervision Of YL County Under The Background Of Major Department Reform

The development of human society is inseparable from the material basis of the food,As the saying goes,“food to Ann first” claims,food safety is about social stability and the interests of people.However food safety problems appear more and more seriously,people pay close attention to food safety,and to solve the problem of food security is a complex and lengthy process,relying on administrative power to establish effective food regulatory mechanisms to ensure food safety.In the thesis,it is on the basis of super-ministries reform background,in the perspective of the public administration,the theory of government reengineering theory,government failure theory and risk management are the foundation,integrated of the method of comparative analysis,questionnaire and interview to research status of YL county food safety regulation.In the thesis,I get lessons from developed countries and our country reform pilot area of food regulatory experience,to get the food safety regulatory countermeasures and Suggestions.There are four chapters included in this article.Part one: the introduction part introduces the background,significance and the literature reviews related to the theme,which reveals the foothold of the research and present the items and methods of the research.Part Two: mainly introduces YL County food safety supervision,the main problem and the reason analysis of these problems.Through field investigations,as well as questionnaires related seminars organized in many ways,the basic situation of food problem is the insufficiency of the detection of food;the standard level of the regulated supervision is weak,the confused execution of organization.The main food market regulatory environment and regulation is complex and difficult,from the Angle of risk management,I analyzed the risk source of food safety regulation after the super-ministries reform,and find the reasons with the existing problems.Part three: mainly introduces the foreign and domestic food safety development experience for reference.The main content of this part is to put the food safety supervision at home and abroad made a simple introduction of several advanced modes,the foundation for the next part of the application and reference.Part four: The fourth part,I developed some measures of food safety supervision under the background of the super-ministries YL county.This part begins with the existed problems and reasons,fully absorbed domestic and foreign advanced countries and the area of food safety regulatory experiences and lessons,on the basis of reengineering business process and method,as the core of the public needs,to restricting the original organization of government departments and the service process,putting forward the concrete measures and Suggestions under the super-ministries reform background of perfect YL county food safety regulation,and provide a reference for future YL county food safety regulatory decision making.
