Research On Innovation-driven Development Strategy Of Shenyang Equipment Manufacturing Industry Based On System Dynamics

“Equipment manufacturing industry”,which is an unique concept in China,firstly appeared in the Central Economic Work Conference in 1998.Equipment manufacturing industry supporting national economy development and national security plays a vital role in industry and industry promotion,equipment first.Northeast,as the cradle of China's equipment manufacturing industry,occupies a very important position.Equipment manufacturing is the DNA of Shenyang City,who's a crucial part of the old northeast industrial base of China,that is,boosting Shenyang to be the first tier in “Made in China 2025 Strategy”,stressing intelligent manufacturing,science and technology innovation and high-tech talents.Gripping the opportunity of industrial restructuring and the second revitalization of the old northeast industrial base of China,Shenyang implements innovation-driven development strategy with improving the ability of innovation,retaining talents and bringing its superiority,which represents the general trend.The innovation-driven development strategy is the major strategic choice made by the 18 th National Congress of Communist Party of China.It's clear that science and technology innovation must be at the core of the national development because of its power on advancing social productivity and comprehensive national strength.Shenyang has a good foundation for innovation,and innovation-driven is the power source of Shenyang's new round of economic growth point.As a significant national equipment manufacturing base,Shenyang equipment manufacturing industry is a high ground of carrying out the innovation-driven.That overcoming the malpractice of institutional mechanisms,breaking the old ideas,promoting Shenyang equipment manufacturing industry from investment-driven phase to innovation-driven phase,and relying on “Made in China 2025 Strategy” plan and Shenyang's “Made in China 2025 Strategy” top design,are of momentous meaning to figure out the innovation-driven optimized system of Shenyang equipment manufacturing industry.Based on system dynamics method and innovation-driven four factors spiral model,this paper constructs the dynamic model of innovation-driven of Shenyang equipment manufacturing industry.The model includes the market demand subsystem,theinnovation input subsystem,the innovation efficiency subsystem,the innovation quality subsystem,and thus determine the system boundaries.Through the analysis of the feedback relation of the variables in the model system,the causal circuit diagram is formed,the auxiliary variables and the constant variables are added,the system flow graph is constructed,the variable equation is written,and the validity of the model is tested.Using Vensim PLE to simulate the model,the results show that the new product sales revenue and the main business income are sensitive to the input ratio,the intensity of the cooperation between the industry and the research and the growth rate of the foreign market.The external policies such as fiscal expenditure and tax incentives have not very obvious impacts on innovation-driven development of the equipment manufacturing industry.Reasonable industrial structure of equipment manufacturing industry,such as reducing the proportion of state-owned and state-owned holdings,is conducive to innovation-driven development of equipment manufacturing industry.On this basis,this paper puts forward the following countermeasures and suggestions:actively explore and tap the equipment manufacturing industry's international market demand;establish and improve innovation investment system of equipment manufacturing industry,cultivate equipment manufacturing industry innovation culture,create systematic equipment manufacturing talent incentive mechanism to improve the equipment manufacturing industry funds support system;diversity in improving the innovation efficiency of equipment manufacturing industry,speed up the construction of equipment manufacturing cluster,improve the equipment manufacturing industry cooperation mechanism,strengthen the role of policy in supporting and guiding equipment manufacturing industry;strengthen the innovation-driven quality of equipment manufacturing industry,enhance the brand awareness of equipment manufacturing industry,strengthen the intellectual property protection for equipment manufacturing industry.
