The Technology Transfer Information Sharing Of Scientific Research Institutes

The Chinese Academy of Sciences(CAS)is the linchpin of China's drive to explore and harness high technology and the natural sciences for the benefit of China and the world.CAS attaches great importance to promote the transformation of scientific and technological achievements."The special action to promote the transfer of scientific and technological achievements" was formally launched in 2016.Meanwhile,the construction of "CAS Technology Industrial Network" got started.Based on the main theories of Information Economics;this paper mainly analyzes the history and current situation of scientific and technological achievements transformation of CAS and the construction idea and operation mode of the "CAS Technology Industrial Network"project.The main research methods adopted in this paper are case analysis and literature research.As the official portal of CAS technology transfer,"CAS Technology Industrial Network" is a platform that connects the supply side,the demand side,the management side,and the third-part agency of technology transfer.It is CAS and national interests oriented,based on CAS scientific and technological achievements can be transferred to attract technological innovation-oriented enterprises,investment and financing institutions,intermediary service agencies,research institutes,colleges and universities.The construction of "CAS Technology Industrial Network" reflects the incomplete and asymmetric principle and information sharing and regeneration principle of information economy,the triple helix—university-industry-government relations,the transaction cost theory and other theories.The platform is consisted of the main site,the CAS branches sites,the governments' sites,and the professional service sites.The scientific and technological achievements data management system,institutes database system,enterprise database system,product information system,technological demand information system,experts information system,information retrieval system,and data statistics system can achieve the technology supply and demand matching services,innovation and business incubation services,technical advisory services and other service functions so as to achieve the upgrading of science and technology resource allocation efficiency,help science and technology service industry development,and promote the development of innovative business and other expected results.The writing of this paper and the preparation of "CAS Technology Industrial Network"project basically started at the same time.This paper plays a theoretical support role the the project.
