Study On The Suggestions Of Accurate Poverty Alleviation In Rural Areas Of Ningxia

China’s poverty alleviation and development work has been carried out for more than 30 years since the "three west" work conference in 1982,at the same time the rural poverty and backwardness have improved.But in the occasion of the advent of well-off society,there are still 70 million poor population in China,and these poor people are the poorest of the poor,trapped in difficulties.Getting rid of poverty is difficult,and the cost is high.Therefore it is a heavy task to ensure that the poor and the poor counties are out of poverty by 2020.Ningxia is the western region,ethnic minority areas,old revolutionary base areas and underdeveloped areas,the condition is worse than the national level,add up 580 thousand poor people left in Ningxia,80%are distributed in the central and southern regions of Ningxia which the basic condition is weak.So the poverty alleviation task is more difficult and more complicated.Only give the power of the region to implement accurate poverty alleviation fully,can we ensure the realization of the goal of building a moderately prosperous society in 2020.This paper uses literature research method,case analysis method and combination of qualitative analysis with quantitative analysis,takes how the poor get rid of poverty on schedule in Ningxia as the main line,based on reviewing the process of poverty alleviation and development in Ningxia for 30 years,sort out the current situation of the poverty in Ningxia and some existing problems in the process of wining the battle of poverty.For example,in the process of precise identification,the degree of recognition is not high.In the practice of precise help,the government is leading,the initiative of poor people’s participation is not strong,thoughts of lazy is serious,self development ability is insufficient,industrial base is weak and the radiation driven capacity is lacking.In the practice of precise management,poverty information is not sharing,informationization level is low,dynamic management mechanism is not perfect and so on.Finally this paper puts forward some suggestions from three aspects of accurate recognition method innovation,precise supporting measures intensity and precision management mechanism improvement.For instance,the government purchase services,identify scientifically,create a precise atmosphere of getting rid of poverty,enhance the degree of specialization,strengthen the main power of the poor,advocate the whole society to participate,get rid of poverty thoughts,improve their development ability,cultivate the special industries,establish "poverty alleviation" cloud big data management platform,improve the mechanism of team work in village helping as well as the assessment mechanism.
