Research On Safety Regulation Of Food Additives In China

"Food is important for the people,safety is important for the food ",food safety has been a important issue since ancient times.nowadays by a substantial increase in living standards,we are even more concerned.However,in recent years,a variety of food safety incidents caused by the abuse of food additives occur frequently.For example,Shanghai "stained bread" incident,Shenyang "poison bean sprouts" incident,Shuanghui "clenbuterol" event and "Sudan Red" duck eggs and so on.All of a sudden,we all have a doubt of "What we can eat now that is safe in the end".The safe use of food additives also causes a deeply thought of all the people incidently.The food safety incident reflects the seriousness of the abuse of food additives.Because food additives is one of the indispensable ingredients of the food industry,the safe use of food additives concerns about the safety of the entire food industry chain.The food additive is an indispensable component of the food industry.The safe use is related to the safety of the whole food industry chain.Therefore,it is necessary to strengthen the safety regulation of food additives.Food additives is the primary factor that affecting food safety.At present,too many food safety incidents are caused by the abuse of food additives or the use of unlawful additives,which also shows that the safety regulation of food additives is different from safety regulation of food.How to decline the amount of food safety incidents and how to improve the safety regulation of food additives are the purpose of this thesis.Based on the economic perspective,the thesis analysis the causes of the failure about food additive safety in China by using the analysis method of Game Theory.It is concluded that the cost of illegal crime is too low,the incentive of the regulation staff to be active and the supervision system of the third party is not perfect.The article was published in seven parts.Firstly,it introduces the background,significance and research method of the topic.Secondly,it reviews the research literature on the safety regulation of food additives.Then,it analyzes the theory of safety regulation of food additives,and analyzes the related aspects of food additive industry chain.Next,analyzes the present situation and existing problems of food additive safety regulation in China.Then,the static and dynamic game model between the stakeholders of food additive safety regulation is established,to analyze the deeper cause of failure that the safety regulation of food additives in China at present.In addition,we have also compared the successful experiences of the developed countries on strengthening the safety regulation of food additives,and sums up what can learn on enhancing the safety regulation of food additives in our country.Finally,this paper puts forward the corresponding countermeasures in the five aspects: the law,the standard construction,the conformity of the regulation department,the third-party supervision and the self-regulation of enterprise.
