A Study On The Introduction Of PPP Model Into The County Infrastructure Construction

Along with the acceleration of Chinese industrialization and urbanization process,the quality and efficiency needs of public products and public services increase constantly,and the funding gap of infrastructure expanded.At the same time,national financial revenue growth rate decreased significantly under the new normal stage of our country's economic growth,the local debt is standardized,the local financing platform is transforming,the financial burden increased seriously.Under such circumstance,how to innovate the input mechanism and how to realize the effective supply of county infrastructure become a problem which have to solve in economic development,whereas the PPP model provides a new way for this problem.From the viewpoint of the government,the participation of social capital can broaden the government's financing channel and ease the financial difficult of shortage of funds.From the perspective of efficiency,make full use of the advantage of public and private departments can "make professional people to do professional things",and the establishment of incentive and restraint compatible can greatly enhance the supply quality and efficiency of infrastructure.From the perspective of the market,through PPP mode,the folk capital can invest and finance in the field of public services,hence the private enterprises can obtain greater development space.The PPP model can give full play to the advantages of government departments and private departments,to achieve long-term incentive compatibility,and become an important financing channel for infrastructure construction in the process of urbanization,provide the community more efficient public products and service.Therefore,the introduction of PPP model in the county infrastructure construction undoubtedly has important theoretical and practical significance.First,the PPP model is a new model of investment and financing to encourage private enterprise and government investment in public infrastructure under the circumstance of weak growth of investment of Chinese government,which intends to achieve the purpose of mutual benefit of both the government and private capital.Under the situation that the current downtown pressure of our country's economy is still large,the study of how to introduce the PPP model to county infrastructure can innovate the investment mechanism of county infrastructure could have positive impact on the economic recovery,the establishment of new channels of investment for private capital and the mobilization of investment enthusiasm of private capital.This study is of great practical significance.Second,the county infrastructure is an indispensable part of social development,whereas with the construction funding gap widened gradually,our country is now unable to fully rely on the financial investment to invest on county infrastructure construction,so we must innovate the new infrastructure construction operating mechanism.Therefore,the study of the application of the PPP model can introduce more market consciousness and modern management concept to the field of public services,and meanwhile can provide a new theoretical basis to alleviate the financial burden and improve the efficiency of the financial funds for our country.
