Research On The Old-age Security Of Landless Farmers In Cangnan County

The promotion of new urbanization and new rural construction are emphasized in China's 13th five year plan(2016-2020).Promoting urbanization is an important way to solve the problems of rural,agricultural and farmers,and a strong support to promote the coordinated development of the region.A large number of non renewable arable land has been expropriated with the accelerating pace of urbanization and the increasing population in China in recent years.The source of livelihood of landless farmers is seriously threatened,and the pension security problems of landless farmers are also emerging.How to ensure the steady progress of urbanization and the legitimate rights and interests of landless farmers becomes a key issue of China's economic and social development based on the background of building a well-off society in an all-round wayThe people's Government of Cangnan County of Wenzhou City issued the measures for the administration of the expropriation of land owned by farmers in Cangnan County in September 2014,which made new provisions on the channels for the farmers in Cangnan county to participate in the basic endowment insurance for urban workers.The farmers who have been expropriated to participate in the life security system of the expropriated land to participate in the basic endowment insurance of the employees through the policy and then enjoy the basic endowment insurance of the employees are allowed in the regulationThe farmers are more willing to join the basic endowment insurance for employees through the method to analyzes the relevant statistical data since the implementation of the new regulations on land acquisition and understands that under the new regulations based on the practice of Cangnan County in this paper.We can see that the new regulations on transfer insurance have a positive and positive impact on the farmers who have been expropriated through the objective analysis of the changes in the return on investment and treatment of the farmers who have been expropriatedIn order to investigate the current situation of the old-age insurance for landless farmers in the process of urbanization,and explore the way to provide reasonable old-age security for landless farmers,the author carries out a household visit according to the sampling plan,surveys the satisfaction of landless farmers in Cangnan,studies and analyzes the policy and implementation status of the old-age insurance for landless farmers,so as to explore the establishment of financial system by updating the traditional old-age concept of landless farmers The multi-level old-age insurance system for landless farmers,which integrates social insurance and commercial insurance,can reduce the financial pressure of the government and improve the quality of old-age security for landless farmers.The author analyzes and summarizes a series of problems existing in the new policy mode of old-age security for landless farmers in Cangnan through the satisfaction analysis of landless farmers.This paper puts forward suggestions from the perspective of the operation of the basic endowment insurance for employees and the perspective of the landless farmers who participate in the basic endowment insurance for employees based on the experience of Shanghai,Suzhou and other cities in order to improve the anti risk ability of the land expropriated farmers.
