The Study Of The Pricing System Of The Water Supply For Urban Residents In Inner Mongolia From The Angle Of Financial Subsidy

China is in to the market economy transformation and accelerate the process of urbanization,the 18 big reports of the party put forward the new layout of the "five in one" of the construction of political,economic,social,cultural,ecological civilization,the construction of ecological civilization must face of the coexistence and development of water resources shortage in question,and urban residents living water pricing problem has become an urgent research topic.Urban water supply and the life of the residents are closely related,in order to ensure the public welfare of water supply,government financial subsidies in urban residents living water supply.The Inner Mongolia Autonomous Region belongs to the poor water area,the annual rainfall is lower than the national average level,urban residents living water price is low,leading to the residents of water saving consciousness.Inner Mongolia water supply of the existing public pipeline network equipment obsolete,pipeline corrosion,water leakage of the residents are serious.With the development of the market of urban water supply,the price of water is increasing,and it is urgent to establish a scientific and effective financial subsidy mechanism in order to protect the residents' water use.Problems existing in the inner city water supply financial subsidy mechanism: subsidy program is non-standard,subsidy funds were not in place in time,subsidy funds whereabouts is unknown and so,on the development of Inner Mongolia urban water supply caused adverse effects.The purpose and core of this paper is through the analysis of the problems appeared in the Inner Mongolia Autonomous urban residential water supply and existing water supply financial subsidies,seek a scientific and effective financial subsidies,improve living water pricing mechanism.This paper first analyzes the theory of public goods pricing and the significance of the government financial subsidies in the city water supply pricing.On the basis of theoretical analysis study the institutional change of China's urban water supply pricing,has carried on the thorough analysis to the present situation of inner city residents living water supply pricing of financial subsidies.,and from three angles of government,water supply enterprises and consumers on the costs and benefits were analyzed.Secondly,by using the dynamic game theory as the basis,for demand subsidy mechanism and supply subsidy mechanism were established dynamic game model,subsidy effect of two kind of subsidy mechanism analysis,finally obtains the subsidy mechanism of demand than supply subsidy mechanism for the realization of the goal of subsidies more scientific and reasonable conclusions.Also refer to experience of the United States and other countries in financial subsidies in the water pricing,should be made to establish demand subsidies(mainly in the water for people living in poverty subsidies)based approach,supplemented by the supply subsidies(i.e.subsidies for the losses of the)way of water supply enterprises for comprehensive water subsidies mechanism.The government should set up relevant departments,strictly monitor the operating costs of water supply enterprises,strict accounting of the cost of enterprises,while the government should establish a corresponding incentive mechanism,and gradually increase the efficiency of the use of subsidy funds.
