The Analysis Of Effects Of Hunan Agricultural Subsidy Policy And It's Influencing Factors

From 2004 to 2016, the CPC Central Committee has been publishing the central document for 13 years whose theme is the "three rural", and the state attaches great importance to the healthy and orderly development of agriculture. Agricultural subsidies are not only the core of our agriculture policy, but also the most commonly used policy tool for the national support and agricultural protection. China's agricultural subsidy policy began in the late 1950s. After nearly 60 years of reform and development, China's agricultural subsidy policy is gradually being improved, and the goals of ensuring food security, increasing farmers' income and promoting agricultural modernization are achieved step by step. From the theoretical and practical point of view, agricultural subsidies is significant, but whether the significance of agricultural subsidies is really reflected doesn't depend on how many policies have been promoted but relies on the effect of the policy after the execution.This assay which takes Hunan Province as the study area, based on the analysis of data on the survey of farmers in Hunan Province Ningxiang County, Taoyuan County and Hengyang county, does empirical research on the effects of policies on agricultural subsidies and analyze the main factors which influence the effect of agricultural subsidies of Hunan Province. Besides, drawing lessons from international experiences, it provides a reference for the improvement of agricultural subsidies in Hunan Province. This paper is divided into six chapters.The first chapter is the introduction. The main contents include:analysis of the background and significance of research, current research both at home and abroad and evaluation, research ideas, content and methods. The second chapter is related concepts and theoretical basis, introducing agricultural subsidies, its types, the connotation of agricultural subsidies' effect, related theories,as well as the reform progress of China's agricultural subsidies. The third chapter is the implementation of agricultural subsidies in Hunan Province Survey and the evaluation of effects. It introduces the overview of agriculture in Hunan Province, as well as the implementation of the policy of agricultural subsidies, and based on the survey to sample areas, it also presents the empirical analysis of the effects of policies on agricultural subsidies ofHunan.The fourth chapter analyzes the factors influencing the effect of agricultural subsidies in Hunan Province. It analyzes the main factors affecting the effectiveness of their policies on the basis of the evaluation of the effects of agricultural subsides of Hunan. The fifth chapter is international experiences of agricultural subsidies. It analyzes the reform progress of agricultural subsidies of the US, EU and Japan, and combining with China's reality, provides a reference for the improvement of China's agricultural subsidy policies.The sixth chapter is the policy about how to improve the effectiveness of Hunan agricultural subsidies, based on the perspective of farmers, which includes six aspects:the establishment and improvement of the legal system of agricultural subsidies; moderate expansion of the scale of agricultural subsidies; improvement of agricultural subsidy policy mechanism and increase of the efficiency of agricultural subsidies; the combination of a number of subsidies with the help of price; increase in publicity of raising farmers' awareness of policies on agricultural subsidies; increase of investment in agricultural science and technology, as well as promotion of the rate of agricultural return; strengthening vocational training of farmers to improve the level of farmers' education.
