Land is a scarce natural resources, for humans is very precious, is essential for the long-term survival. Our country as an agricultural country, with farming land is scarce. Land problem is the most concern of the peasants, the peasant population base is big, concern of land becomes the hot issues in China, the land problem is one of the most core questions of socialist construction in our country. In protecting farmers’vital interests, under the premise of raising farmers’income rural land circulation forward step by step, is our country socialism is an important part of agricultural modernization. Order to realize the grand goal of agricultural modernization in China will have to make our country farming land transfers of reasonable and effective, cultivated land resources for effective configuration. In Changsha County as an example, the study of the land circulation problems, not only can improve the related problems of theory and practice of land circulation will also has a practical significance.This paper first introduces the present situation of rural land circulation, defining the concepts of land circulation, with the western system of economic theory and China’s socialist market economy theory on the basis, analyze the necessity and reality of rural land circulation. In order to fully understand the current situation of rural land circulation in Changsha County, the land circulation problems were 115 questionnaires survey, the problems related to data in detail, through analysis of survey data can be concluded that rural land circulation has achieved initial results, but there are still some outstanding problems rural land circulation in Changsha County, Specific include:unclear definition of land property rights, land circulation of the relevant procedure is not standard, the land circulation intermediary organizations and intermediary market is not yet mature, safeguard the interests of the farmers in the land circulation system is not perfect, land management lead to problems such as difficult to scale land too thinly. In this paper, the specific cause of these problems were analyzed, and through the research of rural land circulation problems put forward some countermeasures and Suggestions in Changsha County:first, a farmer to strengthen the consciousness of land property rights; The second,make the government set up the mechanism of rural land circulation, and improve the system of land property rights related; The third, the basic unit government transformation of land circulation transaction function, promote the development of intermediary organizations; Fourth is related to rural land laws and regulations and perfecting the social security system; Fifth is the government to encourage and promote agricultural scale management. The above Suggestions related to rural land circulation problem, not only can promote the circulation of rural land to carry on the reasonable and effective, also can improve the efficiency of the allocation of rural land resources, as well as rural full, rational and sustainable utilization of land resources provides a clear path.
