Under the background of the establishment of market economy and the continuous development of rural economy, modern agriculture's development and rural labor's flow-out increased the pace of land circulation. However, the related farmers'rights and interests guarantee in this process is not only an important economic problem, but also a political question.The socialist new countryside's main task is to increase the income of farmers, and should recognize and protect farmers'rights in the process of land circulation. And the economy construction should no longer deprive farmers' rights and interests.The 17th session of the third plenary session decided that we will strengthen contracted land circulation management and service, establish and perfect land contract management right market. In accordance with the law and on a voluntary and compensatory basis, we allow farmers to transfer land contract rights in the forms of subcontracting, leasing, exchanging, and stock cooperation, etc., then develop various forms of moderate scale management.With the deepening of reform and opening up, China gradually develop the industrialization, the urbanization and the agricultural modernization and industrialization, prompt rational land circulation, increased social wealth, increase farmers'income and protect farmers' rights, strengthen the land management, vivid land assets and improve land-use efficiency. These above measures have vital significance to the sustainable development of Chinese economy and society.1. From the perspective of farmland circulation and farmers'rights and interests protection, this thesis introduces the progress of countryside land contracting right of management circulation's realization from the founding of land circulation to the establishment of land circulation market. And the related theories of land circulation and farmers'rights and interests will also be the support of the thesis.2. On the basis of introducing Changsha county's overall situation and the chief methods of land circulation, we will select one town and do the questionnaire survey, and get to know the land circulation situation of the selected area based on the empirical research of the selected town and the statistic result, and then conclude the current stage's land circulation situation and the existing problems on the basis of the situation analysis.3. Through the formation mechanism of rural land circulation, we analyze how to form the pattern which is in favor of protecting farmers'rights and interest's problems. By summing up Changsha County's land circulation practical experience, we analyze and design different subject patterns of rural land circulation which suits to this region.4. Based on the analysis of the land circulation problems and the designed different circulation patterns, we start from farmers' rights and interest's protection and construct corresponding land circulation system of safeguard farmers' rights and interests from economic, legal, political perspectives, then put forward a new conception of the land banking, and finally put forward rationalization proposals separately from the macroscopic and microscopic perspectives.
