Research On Peasant’s Social Security Of Rural Land Circulation System In Changsha County

With the increasing pace of urbanization in China, the rural land is circulated invarious forms, and rural labor immigrates to different places. Meanwhile, with theever-fast aging of rural population, social security has currently become a serioussocial problem. Because of the Family Planning Policy, increasing migration resultingfrom land circulation, etc., traditional social security by land cannot meet the. However,because of historical reasons and policies, peasants’ social security system startedcomparatively late, has lower coverage, and could not meet the actual needs.This paper researches the issue of peasants’ social security system, on thebackground of land circulation. This paper researches the situation in ChangshaCounty of Hunan Province, mainly by questionnaires, also with informal discussions.Based on the research, the current problems of peasants’ social security under thecurrent condition of land circulation are learned. The way to solve the problems is toestablish the land circulation system based on the local conditions, and to establish therural social security system which suits to reform base on land circulation system. Thispaper mainly analyses the following issues.Firstly, it analyses the relationship between rural social security and land.Secondly, it decribes and analyses the current situation of the land circulation andsocial security in Changsha County. Thirdly, it conducts investigation by questionnaireon peasants’ social security in the implementation of land circulation in ChangshaCounty.,It makes the detailed data.Finally, it summarizes the problems found ininvestigation, and discusses the feasible plans on establishing the social securitysystem that meets the need of the land circulation.In brief, with the weakening of the social security function of land in its physicalsubstance, this paper tries to establish a feasible social security system to meet theactual needs, by changing the social security in kind into social security in indirectvalue, in order to provide another solution to the low coverage of rural social security.
