Research On The Implementation Of Policies For Industrial Land Supply In Danyang

When China has become the world's first manufacturing power,its industrial land policy also formed a system with the bidding,auction and listing market mechanism as the core,the minimum price standard,industrial project construction land control index,the directory of prohibited and restricted land supply as supplementary control means.The problems existed on the industrial land not only relate to problems of the land system,government functions and other management system,but also depend on whether the policy has been well implemented.Recent research enrich the understanding of the implementation of industrial land supply policy,but those research lack a theoretical framework for the panoramic scanning of the policy.Based on Maitland's Ambiguity-conflict model,This paper starts from the vagueness and conflict of the policy,integrates the main variables in previous studies,chooses the minimum price standard policy,market transfer policy,policy on industrial project construction land control indicators and "flexible transfer" pilot policy as objects of the study,integrates the key variables in recent research,chooses the ambiguity-conflict of the nature of the policy as the independent variable,uses the policy environment,participants in the implementation of the policy action and their interaction as the intermediate variable,then examines the key influencing factors of the implementation of the related policy of industrial land,verify the result of the implementation of the policy and whether the policy goal is reached,finally the relevant policy suggestions are given.The main conclusions and suggestions of this paper are:(1)the minimum price standard policy has low ambiguity and high conflict;it is implemented in political space.The central government can use target responsibility system,accountability system,resource allocation and other "high promote" means to reach the policy goals,but the effective implementation of the policy needs a transformation of emphasis from "obey" to"performance".(2)The market transfer policy has high ambiguity and high conflict,and it runs in the form of symbolic execution.Because the power of local union determines the result of the policy,the evaluation and monitoring mechanism is difficult to play a role.The market transfer policy has moved to the "pre application" and "Bulletin board of the result of the transaction",and is impacted by the invisible land market.The "bidding,auction and listing" policy may turn into a political execution under certain conditions.(3)Industrial project construction land control indicators,which represent policy standards,has relatively low ambiguity and low conflict,and it runs in the form of administrative execution.It is facing the shortage of human and authority resources,bad organization structure,complexity of joint operation and other problems.It needs to optimize the executive organizational structure and function,and strengthen policy coordination at the same time.(4)The "flexible transfer" policy has relatively high ambiguity and low conflict;it runs in the form of experimental implementation.The local situations factors become the key factor that influence the policy implementation results,especially the local leaders,local economic and social conditions,etc.This pilot policy needs to pay attention to public participation and social consensus,select some industries as the pilot,and gradually promoted in places where private economy is relatively active.(5)In order to solve the problems in policy implementation,our government need to transform its functions,reduce the matters of policy implementation,change the existing form of land requisition and supply,enhance the role that enterprise and the third sector play in land standard formulation and implementation,and promote the property right structure innovation.
