Study On The Obstruction Of Targeted Poverty Reduction Based On "Ambiguity-conflict" Model

Recently,China' Targeted Poverty Reduction has achieved great results.It is particularly proved by the gradual reduction of contiguous poverty areas,the continuous reduction of the number of impoverished counties,the significant reduction in the theoretical poverty population,and the continuous decline in the proportion of returning to poverty.All performances mean the institutional mechanism and the logic of governance are generally in accordance with the Targeted Poverty Reduction.However,as Targeted Poverty Reduction gradually enters the critical stage,the supportive mode for concentrating personnel resources is showing a lower and lower marginal effect.Targeted Poverty Reduction faces severe obstacles called implementation obstruction,highlighting mechanization,formalization,and interest-making.As a result,it supposedly will damage the level of identification of Targeted Poverty Reduction,the integration and deployment efficiency of poverty-reducing resources,the constraints on the preferences and the quality of agreements between the main bodies and objects of poverty alleviation,and,most importantly,all levels of government poverty alleviation.The supervision and management of work supervision face greater information and institutional costs.This study starts from the various phenomena of policy implementation obstruction and uses the “Ambiguity-Conflict”analysis model to study the current obstruction of Targeted Poverty Reduction based on the acquisition of existing theoretical resources.Through the analysis of the DEA model of the implementation of Targeted Poverty Reduction in J province,and the investigation of a number of poor villages in the M counties of important poverty-stricken counties in J province,a series of difficulties in obstruction of implementation of Targeted Poverty Reduction were discovered.In this context,this paper uses the“Ambiguity-Conflict”model to sort out various difficulties,and believes that the current obstruction of Targeted Poverty Reduction is mainly manifested in four forms: symbolic poverty alleviation,alternative poverty alleviation,profit-seeking poverty alleviation and exclusion poverty alleviation.The main reasons for these obstructions are the lopsided allocation of policy resources,the negative incentives for rigid power,the rigid development of path dependence,and the ineffective coordination of the kinds of department of government.In this regard,this paper argues that one of the keys to improving the effectiveness of grassroots Targeted Poverty Reduction is to improve the ability to implement grassroots poverty alleviation policies.In this regard,this paper constructs an analytical framework for the implementation of grassroots precision poverty alleviation capabilities,and proposes three suggestions: the subsiding and poverty alleviation resource system,the strengthening of post-event supervision,the rationalization of the party-government poverty alleviation system,and the integration of strengths and strategies;The social poverty alleviation channel promotes the benefit sharing of policies.This article believes that in the future,we should further promote the implementation of Targeted Poverty Reduction based on the promotion of poverty alleviation and implementation capabilities of grassroots.
