Agriculture is the basis of the country;food is the first necessity of the people.Stabilize and increase grain production has always been the basis of China's economic development and social stability.Since the country implemented Grain Market Reform in 2001,food self-sufficiency reduced greatly,food scale cultivation developed slowly and farmers,enthusiasm for growing grain could not be effectively improved in Suzhou.To promote the cultivation of grain size,increase food production and promote farmers'income,Suzhou City decided to implement price excluding subsidy policy for the food producer who planting rice more than 1 hectare(including 1 hectare)since 2008.This subsidy is paid according to the sales of self-produced Rice.The object of this subsidy policy is large-scale grain-production households,the subsidy way of this subsidy policy is the sales of grain,the subsidy does not have "GSP" characteristics.So whether this policy can effectively influence the large grain and reach its food security objective?Thus this paper studies if price excluding subsidy policy,which is made for large-scale grain-production households,could effectively influence the food production behaviors of large-scale grain-production households and achieve the purpose of promoting food production,improve large-scale cultivation and food security or not.Then according to the main findings,this paper proposes policy recommendations to improve the food subsidy policies and large-scale grain-production households' enthusiasm for growing grain.Firstly,this paper describes the theoretical basis from three aspects,including the theory of food subsidies,household behavior theory and incentive theory,this paper also summaries related research at home and abroad from three aspects,including situation of food subsidy policy,large-scale grain-production households' research status and factors affecting farmers' physical capital investment.On this basis,this paper identifies research questions,research content and research ideas.Secondly,this paper specifically addresses status of implementation of comprehensive income subsidies,special production subsidies and price excluding subsidies in Suzhou.The introduction of the policy includes background of subsidies,basis for implementation,object of subsidies,way of subsidies,standard of subsidies and sources of funding.Thirdly,this paper defines large-scale grain-production households of this article according to previous studies and the actual situation of Suzhou.On the basis of field research data of large-scale grain-production households in Suzhou,this article specifically analyze status and characteristics of large-scale grain-production households in Suzhou including the basic situation of head of household,family characteristics,aspirations and behavior,awareness and satisfaction to policy.Finally,this paper constructs theoretical model of farmers' behavior in production and econometric model.According to research data of large-scale grain-production households in Suzhou,this research analyzes the impact of Suzhou price excluding subsidy policy on large-scale grain-production households' behavior of physical capital investment.The main research contents are as follows:heads of large-scale grain-production households have higher overall quality,and agriculture is their main employment pattern.Agricultural income has a high proportion in family,but the proportion of family labor in agricultural production is small,short-term employee phenomenon is relatively common.Large-scale grain-production households have a great willingness to expand the scale,but the actual tendency to expand the scale is obvious.Borrowing is difficult and unusual for large-scale grain-production households.Corporate orders are the main way in food sold.With the expansion of scale,large-scale grain-production households' awareness of price excluding subsidy policy is increasing.In addition,large-scale grain-production households have a higher satisfaction to price excluding subsidy policy than other subsidies.Price excluding subsidy policy can increase large-scale grain-production households' physical capital investment.The grain acreage,non-agricultural labor,prices of agricultural materials and non-farm income has significant impact on large-scale grain-production households' behavior of physical capital investment.Based on the above findings,this paper put forward the main policy proposals:(1)To protect large-scale grain-production households' receipts,we must further increase subsidies of food price excluding subsidy policy.(2)We should also implement differentiated subsidies,subsidies tilt to large-scale grain-production households.(3)Improving the land transfer mechanism and regulating land circulation market can promote large-scale production of food and promote the healthy development of the food industry.(4)Regulating the market of agricultural production,stabilizing prices of agricultural materials and improving cost control mechanisms of agricultural production are also very important.
