Performance Evaluation Of Rural Tourism Public Transportation Services Based On DEA

The rapid growth of tourism consumption economy requires a more rational tourism supply structure.In view of the current dilemma of rural tourism public transport services that public transportation facilities are inadequate intourism-peak season and idle in off-season,this study further analysises the actual balance of supply and demand of rural tourism public transport services and the corresponding supply efficiency based on the method of performance evaluation,hoping to provide guidance for practice.The study introduces the DEA performance evaluation model to judge the supply efficiency of rural tourism public transport service,by means of Delphi,thus the performance evaluation index system includes input indexes consisting of road construsction,carbon footprint,parking lot,and output indexes consisting of the income of rural tourism,tourist satisfaction.Using FA and DEAP2.1 software,the DEA performance evaluation of 12 rural tourism spots in Anji reached the following conclusions:(1)The overall efficiency of rural tourism public transport services is low.Just 5 DMUs are relatively effective,the proportion of effective DMUs is less than half,only 41.6%.It means that the supply of rural tourism public transport services needs to be further optimized.(2)The total efficiency of public transport services is influenced by the scale efficiency and pure technical efficiency,and the influence degree is different.In practical research,the influence of scale efficiency to total efficiency is much greater than that of pure technical efficiency.(3)About the spatial analysis,the more centralized of the DMUs,the better public transport services.It plays a positive role on rural tourism and then will affact the efficiency of rural tourism public transport services.According to the analysis of the DEA inefficient and its potential improvement,the countermeasures are as follows:(1)Optimizing the spatial structure of rural tourism public transportation service.Encouraging to integrate the public transport facilities and services between the village and tourism spots;Promoting the construction of tourism transport and strengthening convergence of different types of public transport to set up a comfortable and convenient rural tourism bus system in order to reduce the proportion of self driving travel.(2)Improving the people's awareness of a low-carbon travel.Establishing a carbon compensation mechanism to protect the rural ecological environment;Meanwhile,it is necessary to formulate a specified administrative measures of finance,make performance assess rule,implete annual assessment to ensure transparency with funding.Through these optimistic countermeasures,it can effectively improve the efficiency of public transport services in rural tourism.
