Performance Evaluation Of Rural Tourism Poverty Alleviation Policies Based On Public Value

At present,the poverty issue is still a key issue that restricts world stability and peaceful development.All countries in the world have made corresponding contributions and explorations for poverty alleviation and poverty reduction.China has achieved remarkable results in poverty alleviation work.With the promulgation of China's pro-poor policies and the in-depth development of related work,the performance evaluation of pro-poor policies has received the government departments and scholars' extensive attention.The scientific assessment work can not only test the implemented poverty alleviation policies in stages but also provide reference for a new round of policy formulation.However,the current domestic academic research on the effect of tourism poverty alleviation policy is still relatively weak,and it is generally based on macroeconomic,cultural,social,and ecological data for qualitative analysis,lack of classification research,precision research,and quantitative research.In recent years,the government has helped rural residents increase their income by implementing poverty alleviation policies for rural tourism.At the same time,it has also effectively improved the community's ecological environment and public service infrastructure and provided tourists with quality tourism products and services.This shows that the public value theory focuses on the collective preference,the role of politics,the implementation of network governance,the overall response to efficiency and responsibility and fairness issues.Therefore,this paper explores and establishes a performance evaluation system and evaluation method for rural tourism poverty alleviation policies based on public values.On the basis of summarizing domestic and international public policy performance evaluation and performance evaluation of tourism policies,this paper combines the relevant policies of China's Rural Poverty Alleviation and Development(2011-2020)(Poverty Reduction Objectives and Tasks)with the tourism policies' nature,goals,and roles of the policies,and then it builds an evaluation index system which includes 4 criteria layers,9 evaluation indicator layers,and 20 indicator element layers.Then,the index weight was allocated by analytic hierarchy process and expert consultation method,and the scoring criteria were determined for each index,and the results were graded.Finally,the feasibility of the index system for the specific case study is made in the village of Nanyu village in Laishui county to make a beneficial contribution to the performance evaluation of the rural tourism poverty alleviation policy.The calculation results show that the rural tourism poverty alleviation policy performance in Nanyu Village is 72.75 points,and the poverty alleviation policy performance is better.This shows that the rural tourism poverty alleviation policy of NanyuVillage is in line with the development reality of Nanyu Village,and the rural tourism poverty alleviation work has achieved initial results.The evaluation results of the indicators show that the scores of the four aspects of the rural tourism poverty alleviation policy in Nanyu Village are 67.57%,92.86%,69.74%,and 73.33%.This shows that Nanyu Village has obvious advantages in terms of policy efficiency and fairness.The poverty alleviation work is being promoted positively and effectively.At the same time,it is supported by the poor residents in terms of fair income distribution system and poverty alleviation policies.Based on the evaluation results,this paper suggests that governments at all levels should enrich and deepen the contents of the poverty alleviation policy for rural tourism according to the four dimensions of “Economy and Social Benefits”,“Fairness and Efficiency of Poverty Alleviation Policies”,“Policy Participation and Sustainability for Poor Residents”,and “Public Satisfaction with Policies”.At the same time,China ' s poverty alleviation policy performance assessment should implement classification assessment and accurate assessment.And the performance evaluation of poverty alleviation policies for rural tourism needs to be carried out in terms of strengthening institutional and financial security,establishing standardized and professional assessment agencies,improving assessment techniques and methods,and encouraging support for public participation.
