| With the beginning of the thirteenth five-year plan,the critical time has come for building the "moderately prosperous society".Liaoning's GDP was the lowest in the 31 provinces in China during the first six months in 2016,and it is getting lower.There might be complex reasons why this happened,but the decline of the economic level does affect people's life.As an old industrial base,the northeast china is revitalized under the supply-side structural reform.And now,faced with the new macroeconomic environment,the modes of targeted poverty alleviation require a new round of adjustment.Promoting targeted poverty alleviation under the supply-side structural reform is the new thought to get it done.China used to conduct regional targeted poverty alleviation,and got significant achievements at the beginning of the reform and opening-up policy.As the "targeted" becoming more precise,going from region to family,targeted poverty alleviation was finally proposed in 2013,and keep getting achievements.Targeted poverty alleviation is essentially an economic matter,it connects supply and demand,so to some degree,it is a matter of supply and demand.Conducting the supply-side structural reform means a lot to targeted poverty alleviation.Digging problems during the alleviation,creating effective supply,are the proper ways of targeted poverty alleviation.This aims of this thesis are:by means of field investigate of the targeted poverty alleviation situation in Huanren Manchu Autonomous County,summarize and analyze the problems of targeted poverty alleviation in Huanren Manchu Autonomous County,at the same time,analysis from the perspective of supply reform,find out the insufficient supply and then supply effectively to solve the problems,so as to promote targeted poverty alleviation research.This thesis consists of six parts.The first part mainly elaborates the background of targeted poverty alleviation promotion from the perspective of supply reform,expounds the significance of this thesis,the domestic and foreign relevant research achievements,research methods and research framework,and puts forward the main innovation points and deficiencies of this thesis.The second part clarifies some related concepts.The third part uses the field investigation method,literature review method for normative analysis,using the measurement method to analyze the Huanren Manchu Autonomous County of the targeted poverty alleviation situation and summed up the following problems:the first is the lack of labor force,heavy family expenses burden,and single source of income.Those are important factors causing poverty;the second is the contradiction between targeted poverty alleviation policy recognition and the degree of understanding of some specific contents,the third is that most people know themselves are helping objects;the fourth is the large direct impact on the poor households;the fifth is recognition of poverty relief work;the sixth is the respondents expect funds more than other support;the seventh is the high confidence of overcoming poverty.The fourth part of the thesis bases on data analysis to explore the deep-seated lack of supply,such as public goods and finance,poverty alleviation team and labor force,the existing measures and other problems of supply.The fifth part researches deeper on targeted poverty alleviation,pointing that:firstly to develop the market supply side which takes product and industry as the core;secondly to develop the talents supply side based on human resources;thirdly to develop the anti-poverty measures supply side whose direction is sustainable development.The sixth part is the conclusion part,which summarize the problems and their countermeasures in this thesis.At present,there are few field researches,meanwhile,using econometric methods for attribution analysis is more innovative.This thesis mainly surveys in Huanren Manchu Autonomous County,so as to advance the research.But because of China's complex environment,it also needs to adjust measure according to local conditions. |
