Research On Crew Qualification And Credit Rating

Since our country's 12th Five-Year Plan,shipping industry develops rapidly and crew size gradually expands which ranks the first all over the world.It not only meets our county's shipping industry needs but also offers a number of high-quality crew for the world.It is undeniable that our country does have a huge number of crew but fewer of them are outstanding.Moreover,Chinese crew do have strong professional skills and hard-working spirits,but lacking of obedience consciousness,compliance and honesty consciousness still seriously hamper the improvement of the overall competitiveness of Chinese crew.Therefore,it is quite urgent for us to propose a new maritime supervision measure to comprehensively evaluate Chinese crew's individual qualifications,the ability to perform the contract and other abilities.On the basis of mastering the general and key problems of Chinese crew and defining the responsibilities and requirements of the crew,by studying the basic principles of credit rating and its application in other areas,this paper introduces credit rating mechanism into the crew supervision and puts forward the concept of crew qualification and credit rating for the first time.By investigating Tianjin Maritime Bureau and relevant crew service organizations,this paper constructs the index system of crew qualification and credit rating comprehensively from "qualification" and "credit" respectively.Then a detailed evaluation criterion was formulated and the AHP-entropy weight method is used to determine the weight of evaluation index,and the gray evaluation theory is used to construct the gray evaluation model of crew qualification and credit rating.The evaluation information provided by the evaluators is integrated into a weight vector describing different gray classes,and then the weight vector is simplified to a single value.Finally,a comprehensive evaluation value is obtained,which can quantitatively describe the crew's qualification and credit level.After evaluating 50 crew's qualification and credit by the model,this paper devides different intervals according to their evaluation values to determine the qualification and credit rating of the crew,and then verifies the rating results with the crew service organization,which meet well with the actual situation.The crew qualification and credit rating study can provide an important reference for the crew service organization to choose suitable crew,promote the healthy development and enhance the international image of Chinese crew.
