| In recent years, to meet the development needs of the national economy, more and more power construction projects and investment have been put into operation. In order to ensure the projects quality, the tendering basically is used to the technical service procurements to select the cost-effective construction unit. But in practice, many problems and misunderstandings of the electric power construction project tendering, limits the comparative mechanism play its due role.Business Process Improvement (BPI) is one of the research focuses in management field, which theory, method and application technology has been widely applied in the traditional manufacturing field. How to study power project bidding process becomes an actual value research of issues. To enhance the efficiency and effect of the power project bidding, this dissertation mainly study the optimal bidding process, analysis and solve the problems of the power project bidding process in every facts.Based on theoretical research on bidding and Business Process Improvement, and organizational structure and work process analysis of the power project bidding, this dissertation starts with Delphi method is applied in filtering problems in the power project bidding process with own experience. In the next place, ECRS analysis is used to research on the improvement and optimization of power project bidding process with ERP, which stands for eliminate, combine, rearrange and simplify. Then optimize the design for the power project bidding process, plan management process, preparation process, implementation process, the bidding management organization and other aspects. Finally, some suggestions are also given in the dissertation for the new process of bidding after optimization can be implemented smoothly, which on the improvement of the bidding implementation details, strengthening of supervision and management, soundness of the credit system and the establishment of information in power project support system etc. |
