Logistics Parks Layout Based On One Hour Circulating Circle Of Fresh Agricultural Products Around Beijing

In recent years,the collaborative development of Beijing-Tianj in-Hebei has been a hot concept.Xi Jinping,the general secretary of the Central Committee of the Communist Party of China,president of our country and chairman of the Central Military Commission,emphasized that the collaborative development of Beijing-Tianjin-Hebei was a major national strategy when he hosted a forum in Beijing on February 26th,2014.And he indicated that we should have the complementary advantages,mutual benefits and solid progress.With the rise of strategic height,the collaborative development become a topic of concern again.Then,relevant departments have also introduced some policies to guide the collaborative development of agriculture,and proposed to accelerate the construction of One Hour Logistics Circle of Fresh Agricultural Products around Beijing and Tianjin on many occasions.And Beijing Commerce Commission officially changed its name to One Hour Circulating Circle of Fresh Agricultural Products around Beijing and showed the corresponding planning ideas at the end of October,2016.With the improvement of the level of consumption of urban residents and the enhancement of food safety awareness,fresh food has indeed become the mainstream of consumption.However,the circulation of agricultural products in Beijing-Tianjin-Hebei region still exists the phenomenon that production is easy but circulation is difficult.For example,logistics costs of fresh agricultural products are high and have a large proportion,and the damaged rate of products are high resulting from the limitation of logistics technologies and facilities;the logistics link of fresh agricultural products is too long,then inevitably reduce the efficiency because the circulating process is from the farmers or cooperative organizations to the retailers through multi-level dealers or other types of intermediate organizations,and ultimately sell to consumers;fresh agricultural products lack value-added capacity in the process of logistics without advanced technologies or equipment owing to the fact that the subjects involved are diversified,decentralized and non-professional.Therefore,based on the above background and certain theoretical knowledge,this paper is on the study of the logistics parks layout of fresh agricultural products around Beijing to speed up the implementation of one hour circulation.First of all,in order to calculate the logistics demands of fresh agricultural products around Beijing,this paper predicted the sales of products by grey prediction method,and analyzes influencing factors of logistics parks layout according to the characteristics of fresh agricultural products and one hour circulation.On the basis of previous analysis,it composed a model of minimum logistics total costs composed of multiple costs and limited the reasonable transportation radius of each logistics parks to ensure that the products can be delivered within one hour.In the solving process,it used the space-time consumption method to calculate the total size of logistics parks,and obtained the most feasible layout scheme by using LINGO on the basis of data and actual situations.
