Measurement On The Economic Efficiency Of Hubei's Development Zone And Analysis Its Influencing Factor

Over the past thirty years,the economic development of the development zone has secured great achievements,and its status in the urban economy is getting increasingly significant,becoming an important driving force for both national and local economic growth.Meanwhile,the development zone is also restricted by unclear function orientation,similar industrial structures,extensive resource allocation,deteriorated ecological environment and so on.Researches concerning resource allocation efficiency and economic efficiency of the development zone have been a hot topic in the field.In accordance with economic growth theory,the thesis selected input and output indicators of economic development in development zone,decomposed economic efficiency of Hubei province's development zone between 2006 and 2013 via DEA-Malmquist measure index to analyze its dynamic change features and basic power;the thesis also established panel data model for economic efficiency influence factors of development zone to discuss estimated model results.Detailed conclusions are as follows:(1)During the study period,economic efficiency of Hubei development zone has increased by 1.082,and economic development in Hubei development zone has improved resource allocation efficiency,scale efficiency,and technical progress.Thus it can be concluded that its economic growth is sustainable.The analysis of structural features revealed the basic power to improve the economic efficiency of Hubei development zone:the first is the improvement of resource allocation efficiency(pure technical efficiency change);the second is scale efficiency(scale efficiency change)and technological progress(technological change).In terms of time characteristics,the temporal variation of economic efficiency and its decomposition efficiency shows a wave-like increasing tendency,which improved greatly before 2009 and improves steadily in a coordinated progress after 2009.In terms of regional and spatial characteristics,economic efficiency improvement is represented as southwest Hubei>southeast Hubei>northeast Hubei>Jianghan Plain>northwest Hubei.Technical efficiency change serves as the main improvement source,but there are differences in improvement source relied on by disparate regions,with northeast Hubei and northwest Hubei relying more on scale efficiency change,while pure technical efficiency change making a greater contribution to the other three regions.(2)The test results of economic efficiency in Hubei development zone shows that enterprise scale and added industrial output value has a significant positive impact on TFP(Total Factor Productivity),while land investment and technology development has a significant negative impact on TFP(Total Factor Productivity).The significant positive impact of enterprise scale and added industrial output value demonstrates that the current enterprise scale of the development zone is in a reasonable state,and that the industrial development quality of the development zone is also in a good condition.However,the results indicate that the enterprise scale of the development zone still has improvement room and tapping potential.The negative effect of land investment indicates that the current land investment is in the state of excess,and is used in a rather extensive way.Therefore,it is necessary to try to promote land use efficiency in the development zone.The development of science and technology has not achieved the expected positive impact,which reflects the shortage of the current high-tech enterprises in Hubei Province.(3)In accordance with to the existing problems in measuring analysis and influence factors analysis,the thesis proposed three optimizing strategies to improving the development of Hubei development zone:?keep promoting the scale expansion of enterprises in development zone to give play to scale benefit;?optimize the cultivation environment of high-tech enterprises to promote the development of science and technology;? formulate standard of using land via classification and categorization to improve the efficiency of land use in development zone.
