Study On Rural Targeted Poverty Alleviation In The Liangshan Yi Ethnic Areas Of Sichuan Province

Since the establishment of People's Republic of China(PRC),according to the national conditions of our country,different poverty alleviation policies were formulated in different periods,achieved remarkable results.As China's largest Yi inhabited areas and the most serious poverty areas,the policy of helping the poor in Liangshan is basically consistent with the national poverty alleviation policy,it has experienced five stages,such as the relief of poverty relief,the system of poverty alleviation,the large-scale economic development and poverty alleviation,through five stages of poverty alleviation,the elimination of absolute poverty in Liangshan Yi area,however,due to the natural environment,history,infrastructure and other factors,relative poverty is still serious,anti-poverty situation is grim.Through the systematic review of the poverty alleviation work in Yi region of Liangshan,found that the traditional extensive development oriented poverty alleviation in the face of,the depth of the remaining poverty?poverty stricken population,there is not strong pertinence,low utilization rate of poverty alleviation funds,poverty management is not in place and other issues,poverty alleviation efficiency decreased year by year,poverty alleviation.Aiming at the problems existing in the traditional poverty alleviation model,began to carry out precise poverty alleviation.In the investigation of Yi nationality in Liangshan,such as the difficulty of identifying poor objects?low participation of farmers?imperfect system?grassroots government poverty alleviation projects and other issues,lead to precise poverty alleviation is not fully implemented,limited effectiveness.This paper focuses on the meaning of precise poverty alleviation and the characteristics of Liangshan Yi region,this paper analyzes the problems existing in the process of carrying out the precise poverty reduction in the region and the causes of the problems.Finally,on the basis of the analysis,the paper puts forward the corresponding suggestions and countermeasures: first,through accurate identification and dynamic management to achieve accurate identification of the poor;second is aimed at the education of the Yi Nationality?Put forward the strengthening of vocational training?increase education funds and other measures to improve the poor people's ability to fight poverty;the third is to improve the participation of farmers to improve their own initiative;the fourth is to improve the poverty alleviation policy,strengthen management,optimize the allocation of resources;fifth is from the transportation,water conservancy,Internet and other aspects to improve infrastructure construction.
