Research On The Impact Of Labor Poverty Alleviation On The Growth Capacity Of Liangshan Mountain

With the market economy fast development,Labor Transfer deeply affects the development of the reginal economy.Labor Transfer can improve the speed of economic development,so minority areas prefer using this way to lift local peasants out of poverty.For a long time,due to the backward education level,low cultural level of residents and not strictly carrying out birth control policy of Liangshan Yis ethnic areas,there has an increase in the poor and surplus labor.Thereupon,government of Liangshan Yis ethnic areas encourages the rural surplus labor to go out to some developed cities to work.This method can quickly directly increase household income of Liangshan Yis ethnic and help them out of poverty.labor economy has becoming the mainstay industry of promoting income of peasants of Liangshan Yis ethnic areas.However,while encouraging rural labor force transferring out,we should consider the influences of labor loss.the majority of transfered out labor force are young people who have a high degree of culture,and the first industry occupies an important position in the economic structure of Liangshan Yis ethnic areas,so,a large number of rural labor loss will lead to rural hollowing,lacking the supply of agricultural production,hindering popularizing agricultural science and technology and making the development of characteristic industry lag behind.It will has negative effects on the rural and agricultural development.As the problems begin to appear,is it the right choice to continue to transfer rural labor force of Liangshan Yis ethnic areas out?What do labor loss affect the development of characteristic industry and agricultural production and operation? These worth deeply thinking and exploring.This paper studied the positive and negative effect of developing labor economy in Liangshan Yis ethnic areas and made a tentative countermeasure which can reduce negative impact to promote economic and social harmonious development.Labor economy can efficiently lift rural people out of poverty.Part of the income of transfered labor force can meet the daily spending,the other part is spent on endogenous growth which is mentioned in my paper;transfer labor force need receiving training which include the official training program,vocational training of intermediary institutions and employer.In a general way,vocational training can improve labor force quality and ability.It is of great significance for rural labor of Liangshan Yis ethnic areas because of its backward education level.It will help to raise the level human capital of this part of transfered rural labor force during working in cities in developed regions.We have to admit that positive effects and negative effects of labor transfer exist at the same time,and it's hard to tell them which effects more.This paper bases on the study of Xide which is a county of Liangshan and Heboluo which is a village of Xide county.I find that negative effects role in four aspects.The first,rural hollowing has appearing in partial area of Liangshan Yis ethnic areas with transferring of rural labor force.The second,it has a significant influence on promoting of modern science and technology.Most of labor force who transfered out are young and highly-educated,so it is hard to promotion of agricultural science and technology.In the process of research findings that rural left-behind workers are not good at speak mandarin.This kind of language barrier will increase the difficulty of spreading science and technology.The third,it will reduce the development speed of characteristic industry.Liangshan has unique natural advantages for development of characteristic industry and tourism.Development of characteristic industry depends on specialized talents but many specialized talents are transfered out,so it will cause negative impact.The fourth,left-behind children education problem is can not be ignored.Liangshan region has a certain particularity due to ethnic minority areas.Families in this region have a number of children more than other areas,and education level is extremely backward,so they can't effectively use of national policy,like Migrant workers Suiqian employment policy.It undoubtedly will make left-behind children education problem worse.In view of the above analysis,i would like to suggest that it is reasonable to promote rural labor transferring on the premise of not significantly affect the endogenous development.It will effectively avoid rural labor resources wasting through scientific planning.We should increase investment in development of characteristic industry and set up the innovative entrepreneurial base to provide business support for returning the Labor.Meanwhile we should create a development environment to keep professional talents whom are badly needed,and according to the remaining labor personal hobby,production characteristics,educated level to provide targeted diversified and multi-level training skills and qualities.We should make local workforce training standardization and institutionalization,and pay attention to development of rural economic cooperation organization to increase peasants' income.
