| In 2022,the State Council put forward in the opinions on comprehensively promoting the key work of Rural Revitalization that,under the dual challenges of the epidemic situation in the century and the changes in the century,we should firmly adhere to the two bottom lines of ensuring national food security and avoiding large-scale return to poverty.In particular,it emphasized the requirements of promoting agricultural modernization,rural development and governance,and strengthening the construction of talent team for Rural Revitalization.Taking Guilin,Guangxi as an example,this paper makes an in-depth investigation and Research on the development degree,development path and existing problems of rural human resources in Guilin from multiple perspectives through literature study,questionnaire,critical weight method,principal component analysis and other research methods.At the same time,this paper constructs a rural human resources development index system including five dimensions of "education,science and technology,medical treatment,population and economy",and evaluates the degree of rural human resources development in Guilin over the years by using critical weight method and principal component analysis method.Through correlation analysis,this paper finds the following problems in the development process:(1)The development degree of rural human resources in Guilin is on the rise,and the education and economic indicators are significantly improved,which plays a vital role in promoting the development of rural human resources;(2)Scientific and technological indicators have declined only in some years,and the growth rate of human resources development has also declined in the corresponding years;(3)The rural medical indicators of Guilin(the total number of rural medical staff / the total number of rural clinics)have decreased by about 10% in recent years,which has a great impact on the degree of development;(4)Population indicators show that the continuous reduction of rural effective labor force and the aging problem in Guilin have become significant obstacles in the process of rural human resources development.For the problems found in the above research,this paper puts forward the following suggestions: first,improve the level of rural education and increase the investment in rural education;Second,improve the training quality of rural labor force and optimize the rural training mechanism;Third,improve rural primary health care conditions,and effectively improve the treatment of rural doctors;Fourth,multi-dimensional mitigation of the impact of rural population aging;Fifthly,by promoting land transfer,we will help farmers realize large-scale operation and support migrant workers’ entrepreneurship through multiple channels;Finally,attach great importance to the construction of human resources development system in rural areas,and take the degree of rural human resources development as one of the substantive indicators of Rural Revitalization. |
