Nowadays,the science and technology developed rapidly,and the market competition fierce increasingly.In the process of evolution,the company employing high quality excellent talent and making good use of them will win the competition.How to keep abreast of the times,choose as well as make good use of talent,is the goal of scientifically development for enterprise.For mine enterprise who's working conditions are relatively difficult and talents are shortage,this problem is quite remarkable.Performance management is an important module of human resource management,who bears the task of evaluating performance,motivating passion,and promoting to complete performance.Therefore we must have a reasonable and effective performance management system.Performance management system of mine enterprises exist many aspects of the flaw and the insufficiency.It belongs to the obstinate ills of mine enterprises,mainly because of state-owned enterprise system,"people eat pot together",serious"equalitarianism" and lack of the attention of relevant issues over the years,and so on.The main problems as follows:performance management target can't powerful service in the strategic goals,the business performance result is unfair,performance management incentive cannot effectively play,performance management lack of effective feedback,etc.In this paper,through case study,literature analysis,qualitative and quantitative analysis methods,using the method of balanced scorecard and key performance indicators such as performance management tool,for what ZJ had the problems existing in the company performance management system are analyzed,and the optimized design.Starting from the strategic goals of the company,first of all,to break it down for the enterprise KPI,then combining department of division of duties for departmental KPI,the responsibility of employees to form staff level KPI.In this paper,the assessment of key indicators weights according to the importance of a negative value,gradually established the performance management of the company's strategic goal oriented index evaluation system.At the same time,improve on theperformance management process,form the performance plans,performance implementation,performance evaluation and performance feedback which can form the closed-loop performance management work.At the end of the article,we can set up an effective performance management system to implement the system in combination with the practical situation of the company.
