Human resources management is an important part of modern enterprise management and performance appraisal as an important way of staff performance evaluation, is an important part of the enterprise human resources management. Enterprise organization goal realization degree, employee job responsibilities are put in place to implement through performance appraisal.Because Yangchangwan coal mine office and ground support management personnel performance appraisal indicators have not easily quantified assessment index, key performance indicators are difficult to distinguish, not easy to review. It is easy to cause the indicators of performance appraisal office and ground support managers fuzzy,and it is not easy to set the key performance indicators. Performance evaluation indicators is not perfect.The examination system implementation is not strong.Assessment is not strictly in accordance with the examination.Through the performance evaluation system of this part of the staff, to explore enterprises to mobilize this part of the staffs work enthusiasm,to improve the overall performance of Yangchangwan coal mine level and the way to economic benefits.Firstly, through the research method of performance appraisal theory at home and abroad advanced, by assessment data research method, expert interview method, questionnaire survey method and icon analysis, analyzing the present Yangchangwan coal mine office and ground support personnel performance management appraisal system problem. Then, with management by objective theory as guidance, the optimization of the key indicators of performance appraisal, combining Yangchangwan coal mine strategic objectives and department key performance indicators.And through the department performance evaluation results and the staff performance appraisal combining closely,to ensure the Yangchangwan coal mine departments and employees organic coordination,and to improve the level of performance.
