Research On The Selection Of Technology Catching Up Mode Of Strategic Emerging Industries In Liaoning Province

In order to response the global financial crisis,the world's new round of technological revolution and industrial revolution is taking place.Developed countries will develop strategic emerging industries as a breakthrough in economic development,emerging economies have also accelerated the pace of adjustment of industrial structure,gradually increase the investment of high-end equipment manufacturing,new materials,new energy,energy saving and environmental protection and other strategic areas and accelerate the healthy development of the real economy.With the deepening understanding of the important role of strategic emerging industries in China,more and more policy guidance and scientific planning have been introduced.The State Council promulgated the "Twelfth five year national strategic emerging industry development plan " in 2012 which pointed out the direction of efforts for the future development of strategic emerging industries.Liaoning Province is one of the major industrial bases in the northeast economy province.In recent years,it is urgent to solve the problem that the mode of economic development should be changed.And in the context of the revitalization of the northeast,this policy for the development of strategic emerging industries in Liaoning Province is advantageous information.To develop strategic emerging industries and enhance the level of industrial technology have been put on the agenda.Based on the theory of technological innovation,this paper summarizes the domestic and foreign related research on strategic emerging industries and technology,and describes the meaning,basic characteristics and relevant theories of technology catching in strategic emerging industries.Secondly,through the comparison of the index number of industrial economic data,it is concluded that the gap of the level of development of strategic emerging industries between the leading provinces and Liaoning province is obvious.Liaoning province is still the late-developing area.It also summarizes the necessity of implementing technological catch-up in Liaoning Province and the problems which should be faced with.Again,the selection models are explained.This paper summarizes the current research,summarizes the technology catching model into three categories: imitation innovation catching mode,cooperative innovation catching modeand primitive independent innovation catching mode,and analyzes the characteristics and advantages and disadvantages of each model.On this basis,the article summarizes the key factors influencing the selection of technology catching mode,and concludes them into four categories and 12 small items,and describes the various factors.On this basis,the selection method of catch-up mode-decision method based on matrix method and decision-making method based on analytic hierarchy process are introduced respectively.Finally,based on the development of strategic emerging industries in Liaoning Province,the quadrant is determined by the matrix method,and the decision of the mode of technology catching is further determined.Then,it provides decision-making guidance for the choice of catch-up mode through the analytic hierarchy process.In this paper,it concludes the final conclusion through the study: to cooperate with innovative catching up model is the most appropriate model to suit with for the strategic emerging industries of the current situation in Liaoning Province.In the process of technology catching up,the actual development of the industry,the situation of every element,capital investment capacity and staff input capacity and other resources and their ability to adapt to technological innovation are big factors,which are worthy of more attention.Then the result of this decision is analyzed based on the actual reasons,and the corresponding measures are put forward according to the conclusion.
