The world economic faced downturn due to financial crisis, China’s economy continued to descending, and development of strategy emerging industry become an important way of get rid of the downturn. Government published "decision on speed up and cultivating strategic emerging industry" later, each regional government also had constantly issued this region’s strategic emerging industrial development planning, then came the development strategy emerging industry disorder and vicious competition. In this context, it was necessary to formulate a reasonable method to regulate country in unified layout strategy emerging industry. Based on analyzing the connotation and the characteristic of strategic emerging industry, the industrial competitive advantage theory, regional division of labor and layout theory, industrial choice theory, the theory of industrial development, this paper analyzed the strategic emerging industry area selection research present situation, then proposed the influence strategy emerging industrial development and regional choice of six factors and formulated the strategic emerging industry area selection index system, and last analyzed our country’s medicine manufacturing industry by using factor analysis and correspondence analysis method. The theory and conclusion provided certain theory reference and policy Suggestions for state and local government selecting strategy emerging industry development.The indicator system and selection model not only can select some areas which are suitable for developing a strategic emerging industry, but also can classify those areas. Except that, the conclusion of analyzing example illustrates there are fifteen provinces which advantages and disadvantages are not the same fitting for developing medicine manufacturing industry and finds paths for the provinces which are not fitting for developing medicine manufacturing industry.Combined with the ideas and contents of the study, There are some innovations in paper:First, based on in-depth analysis strategic emerging industry development and regional selection factors, the paper works out index system which can reflect regional comparative advantage and industrial development factors; Second, the Correspondence analysis method was first used in the emerging industries of strategic analysis area selection, which combined with the maximizing deviation and gray relational analysis resulting ranking; Last, the paper analyzed our country’s medicine manufacturing industry.
